Duties

As a(n) HR Specialist (Employee Benefits), you will:

- Serve as a technical expert on Employee Benefits programs, policies and practices and will be responsible for providing expert advice, assistance, program development, management and evaluation in all benefits areas to include Retirement, Leave Administration, Health Benefits, Flexible Spending Accounts, Thrift Savings Plan, Workers' Compensation, Life Insurance, Employee Assistance Program, Awards, Drug Testing Program, Wellness Programs, Health Examination Program, Unemployment, Telework, and Hours of Work programs.
- Serve as a program lead for the agency Federal Employee Viewpoint Survey (FEVS) and will be responsible for managing the whole lifecycle of the FEVS program for NCUA. Works with the U.S. Office of Personnel Management to ensure that information needed by OPM is provided in order to administer the survey to NCUA employees. Drafts communication updates to the NCUA FEVS handbook and uses spreadsheet software to analyze data. Prepares and presents FEVS results to senior NCUA leadership.
- Develop policy and guidance and establish standard operating procedures while staying abreast of changes in law, regulations and policy, analyzing applicability to agency programs, and preparing plans for implementing changes beneficial to the organization.
- Review and approve retirement applications and determine eligibility for benefits and serve as an agency POC with outside parties in adjudicating retirement applications. Process death in-service actions and determine survivor entitlements. Recommend and implement new initiatives to enhance the wellness program. Design and provides training and prepare memoranda to communicate changes in programs.
- Perform system retrieval from multiple sources of data and produce information and data for managerial reports and compile data for statistical reporting. Manage the intranet website and writes and/or edits new features. Monitor and update various websites including links, to ensure it remains current.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify for the CU-12 grade level, you must have at least one full year of specialized experience equivalent to the CU/GS-11 level obtained in the private or public sector.

Specialized experience for this position is defined as experience providing operational and advisory services in Federal civilian retirement and benefits programs. This includes experience reviewing and approving retirement applications, submitting military service deposits, determining complex retirement calculations, completing service computations, and experience processing employee benefits.

Applicants must also have experience interpreting laws, regulations, and policies pertaining to retirement and benefits.

To qualify for the CU-13 grade level, you must have at least one full year of specialized experience equivalent to the CU/GS-12 level obtained in the private or public sector.

Specialized experience is defined as experience providing operational and advisory services in Federal civilian retirement and benefits programs. This includes experience reviewing and approving retirement applications, submitting military service deposits, determining complex retirement calculations, completing service computations, reconciling pay and benefits for settlements, and experience processing employee benefits.

Applicants must also have experience interpreting laws, regulations, and policies pertaining to retirement and benefits plus identifying problems and recommending appropriate action including offering advice, suggestions, and/or alternative options or solutions to customers and managers.

Additional information

Condition of Employment: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22, 2021. If it becomes necessary for NCUA to request on-site work, NCUA may solicit volunteers for the assignment. Management reserves the right to request employees to perform on-site work in exigent circumstances.
