  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level III. Certification is required within 24 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applies of a wide range of qualitative and/or quantitative methods for the assessment and improvement of construction management effectiveness and/or processes; 2) Understands construction practices, quality measurements and general onsite methodologies for completion of large scale construction projects; 3) Uses architectural principles, concepts and methodology associated with project management of assign projects to plan and complete assigned workload; 4) Possesses advanced knowledge of all trade disciplines involved in major construction (i.e. structural, electrical, HVAC, plumbing, building automation, etc.); 5) Applies policies and procedures of the functional and administrative areas such as contracting, finance and accounting, budget, counsel, information management, etc., to coordinate and resolve complex construction management questions/problems; 6) Possesses advanced computer skills with NAVFAC programs such as: eContracts, electronic Construction and Facilities Support Contract Management Software (eCMS), and Primavera scheduling software; and 7) Analyzes budget requests and adjustments/updates as determines necessary by changes in availability of funds, personnel, workload and other factors.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

The incumbent must be able and willing to traverse on construction jobsites (approximately 20% of the time)

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

PHYSICAL DEMANDS
Work is primarily sedentary, although some slight physical effort such as walking, standing, bending, carrying of light items, or driving an automobile. No special physical effort or ability is required to perform the work.
WORK ENVIRONMENT
Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel to CONUS and OCONUS activities. There may be occasional site visits, and exposures to conditions in buildings and facilities that are under construction.
