Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a Budget Analyst at the GS-9 and GS-11 levels, you perform developmental assignments related to budget formulation and budget execution for your assigned program area.

Your major duties and responsibilities include:
  • Monitoring, reviewing, and reconciling commitments, obligations, and disbursements
  • Assuring that obligations incurred and resulting expenditure of funds are in accordance with pertinent laws and regulations.
  • Providing analysis and advice on routine financial matters to organization staff and assist in identifying the cost of operations
  • Preparing a variety of regular and special reports and presentation materials covering budget execution and budget formulation activities.
  • Analyzing budget and/or financial program data to develop annual and multi-year budget estimates.
  • Conducting research, identifying and analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of financial plans are being met.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:
  • Performing routine budget execution assignments to track funds;
AND
  • Reviewing and analyzing budget requests submitted by organizational activities to ensure their consistency, accuracy, and adherence to instructions.
2. EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

3. EDUCATION and EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

GS-11: Applicants may meet the minimum qualifications in one of the three methods listed below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

Examples of minimum qualifying experience equal to the GS-9 level include the following types of tasks performed on a regular and recurring basis:
  • Preparing budget reports covering the status of funds, expenses, and obligations;
AND
  • Performing routine procedural budget formulation support functions within the organization.
2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position.

3. EDUCATION and EXPERIENCE: Have an equivalent combination of the above minimum qualifying experience AND higher level graduate education that meets 100% of the qualification requirements for this position.

NOTE: If applying based on education in whole or in part, you must provide a copy of your unofficial transcripts that allow HR to verify that you meet the education requirement as stated above by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

FEDERAL BUDGET PROCESS - Understands and complies with the Federal Budget process, including budget formulation, presentation and execution.

FINANCIAL MANAGEMENT - Prepares, justifies, and/or administers the budget for program areas; plans, administers and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.

BUDGET FORECASTING (ORGANIZATIONAL FORECASTING) - Develops models or projections based on studying past results, relationships, and data and anticipating future trends/events.

Education

If you qualify on the basis of education in lieu of experience, you must submit a copy of your transcripts (or a list of your courses including titles, credit hours completed and grades) to document that you have met the education. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
