Duties

  • Serves as a management advisor and consultant to officials as well a a project leader developing and conducting comprehensive qualitative and quantitative studies and analyses that materially shape global vetting program operations.
  • Performs research, analyses and evaluation, both direct and indirect, that contribute to the vetting process; interprets data; provides guidance; and develops short and long-range plans administer assessments, along with resource requirements.
  • Manages a large volume of incoming data relating to potential contractors and grantees seeking US government funds to support programming in designated high risk and high threat countries (e.g., Iraq, Pakistan, Syria).
  • Evaluates and advises on vetting methods and procedures to streamline the process/and/or improve effectiveness of operations.
  • Represents the vetting program at intra and interagency meetings, working groups, or committees.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience with conducting research and study of the effectiveness and productivity of counterterrorism finance vetting processes and recommend actions to improve services.

There is no substitute of education for specialized experience for the GS-15 position.
