Duties

Major duties for this position include but are not limited to the following:

• Executes job duties in support of senior team members and the Office mission while providing research and analyses of child labor, forced labor, and human trafficking issues for assigned countries for the purpose of contributing to Congressionally-mandated and Executive Order reports, engaging with foreign governments or other U.S. government officials, designing technical assistance programs, or related to other strategic interests of ILAB, or as part of analysis of trends and lessons learned that inform program evaluation, project survey, and project design activities.
• Drafts and provides written feedback on documents, as assigned, and regularly prepares written communication for and on behalf of senior ILAB and DOL 'staff on international child and forced labor issues.
• Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness.
• Assists with the development of policy recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level.
• Monitors labor developments in countries of importance to the U.S. and assists with advising the Director, Deputy Director, Deputy Undersecretary, other DOL professional staff, ambassadors, labor attaches or others with related responsibility, either orally or in writing, on policy, key developments, and results regarding Office issues and programs.
• Coordinates work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement.
• Provides technical support for monitoring and evaluation and audit activities, and closes out technical assistance/cooperation initiatives; coordinates ILAB's contracts, grants, and cooperative agreements for technical assistance projects; and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness and/or projects or systems.
• Provides comprehensive and rigorous technical oversight of key monitoring and evaluation activities, as assigned, to ensure that high-quality data, analysis and lessons learned are produced to systematically measure achievement of project objectives.
• Participates in the formulation of policy or program recommendations that advance OCFT and ILAB mission, programming, and other priorities in target countries and on a global level.
• Coordinates policy positions and work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance and policy engagement.

Qualifications

Basic Requirements:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

OR

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

In addition to the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service.

For the GS-11:

To qualify for the GS-11 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing work related to International Relations, applying a range of analytical and evaluative techniques and methods with knowledge of U.S. foreign policy and of economic, social, cultural, and political factors in countries in Eastern or Southeastern Europe or the Middle East, relevant to efforts to assist in raising working conditions and improving the quality of life for its citizens; or experience assisting in the development of reports or policy on issues related to vulnerable populations in Eastern and Southeastern Europe and the Middle East. Examples of specialized experience are as follows: 1) participating in conducting research and using that research to help draft reports for public consumption on international policy issues; 2) helping to develop policy positions and coordinating with a broad range of stakeholders to advance policy implementation; and 3) representing an office or organization to advance its mission with internal and or external professional contacts or partners;

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.)

OR

Combination of education and experience.

For the GS-12

To qualify for the GS-12 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private or public sector performing International Relations Specialist work, applying a full range of analytical and evaluative techniques and methods with extensive knowledge of U.S. foreign policy and of economic, social, cultural, and political factors in one or more countries in Eastern or Southeastern Europe or the Middle East, relevant to efforts to develop and implement policies in support of raising the working conditions and improving the quality of life for its citizens. Experience with conducting research, studies, or contributing to foreign policy or program initiatives on issues relevant to the reduction of child labor, forced labor, and/or human trafficking. In addition, experience contributing to the development of U.S. policy on international labor issues. Examples of specialized experience are as follows: 1) conducting research and writing reports for public consumption on international policy issues; 2) developing policy positions and coordinating with a broad range of stakeholders to advance policy implementation; and 3) representing an office or organization to advance its mission with internal and or external professional contacts or partners.
