Duties

As a Supervisory Business Operations Specialist, at the full performance level you will perform the following duties:
  • Serves as a Section Chief for the Branch by exercising a mastery of IT acquisitions strategy on a broad range of complex, high dollar value acquisitions for products and services necessary to meet OCIO and ICE mission requirements;
  • Oversees supervised staff for collaboration regarding the negotiation of contracts of an unprecedented nature or those which have a major influence on key department programs;
  • Provides direct supervisory and functional oversight of the OCIO civilian and contractor staff engaged in OCIO's processes for strategic planning; budget; finance; management control and integrity; facilities; human capital; records management; and safety, health and environmental management; and
  • Directs a professional, highly technical, or complex administrative program which involves the development and implementation of major procurement priorities, initiatives, activities, and programs.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.


Qualifications

A student loan repayment incentive may be available, in which case a service agreement will be required.

GS-14: You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level performing duties such as:
  • Advising senior-level management on the status of procurement actions, including problems encountered and proposed solutions to program difficulties;
  • Providing contractual guidance and resolves issues requiring judgement, knowledge of the subject matter, acquisitions policies, and agency processes;
  • Reviewing, coordinating, and maintaining responsibility for work deliverables assigned to subordinate Contracting Officer Representatives; and
  • Conducting meetings with contractors on sensitive and/or controversial issues as an authoritative contractual representative.

Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.
