Vacancies will be filled in the following specialty areas:
Criminal Investigation: NARC & COUNTERTERR

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • The incumbent is CI's representative to the designated organization/office and is responsible for planning, coordinating, and managing initiatives between CI and that office/organization. Program decisions have an impact on the effectiveness of the Criminal Investigation function
  • Provides consulting and expert advice in the development of broad operating policies and operational initiatives, impacting Departmentwide, Governmentwide, and possibly international law enforcement.
  • Provides advice to CI executives and to representatives of the designated organization/office on enforcement matters; monitors and analyzes changes in law enforcement policies and initiatives affecting the IRS and the designated organization/office; develops recommendations for CI; provides CI's perspective on the implementation of cooperative activities; coordinates high level and sensitive joint operations; and communicates the National Compliance Strategy and CI's priorities to stakeholders.
  • Conducts in-depth analysis of a wide variety of significant and/or highly sensitive law enforcement policies, strategies, and issues that directly impact or involve CI. Identifies and defines major issues, reviews appropriate source materials such as legislation and formal delegation orders, analyzes developments, and generates formal recommendations (position/briefing papers) for consideration and use in a variety of forums.
  • As required, protects Service employees and property during civil and other disturbances and performs other protective assignments as requested.

  • Relocation Expenses: Authorized.
  • Tour of Duty: Monday - Friday 8:00 am - 4:30 pm
  • Alternative work schedule, staggered work hours or telework may be available.
  • if you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program.
  • A 1-year probationary period is required (unless already completed).
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • The employment of any candidate, including a current employee or a new hire, selected for this position will be conditional on obtaining and maintaining a High Risk Security Clearance.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Possess a valid state motor vehicle operator's license or Commercial Driver's License (CDL) (upon appointment OR within 30 days of appointment) and maintain a valid license while you occupy the position.
  • Sign a mobility agreement.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Must be able to obtain a Top Secret Security Clearance.
  • Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
  • Drug Test with a positive result is required.


Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE for GS-15:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes substantive supervisory or program management experience or equivalent level manager or comparable management or leadership experiences in Criminal Investigations. To be qualifying for this position your experience should be sufficient to demonstrate knowledge of management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Ability to plan, direct, and evaluate work of subordinate managers, employees, and/or others; Comprehensive knowledge and understanding of appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Knowledge of budget and fiscal methods used in establishing and maintaining an organization. Thorough knowledge of major programs segments, organizational structures and/or functional responsibilities specific to the position being filled.

In addition to the above, to be qualified for this specific position, your experience must be sufficient to demonstrate: Thorough knowledge of Criminal Investigation mission, operations, and organization; Understanding of law enforcement, technology and personnel issues; Intimate knowledge of the operations, programs, and policies, as well as, the Criminal Investigation's Strategy Program Plan and Annual Business Plans impact on field operations; In-depth knowledge of investigative policies, prescribed investigative procedures and techniques of the Internal Revenue Service and the Treasury Department, and the criminal enforcement and prosecution policies of the Justice Department; Ability to apply that knowledge in developing criminal investigative programs for field implementation and for identifying types of violations and trends in those violations in order to make changes in investigative programs; and Authoritative and comprehensive knowledge of the rules of evidence, the Federal Rules of Criminal Procedure, and relevant Constitutional, statutory, and case law.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment . For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education
