Duties

  • Responsible for diverse activities including: counterintelligence (CI) operations support; intelligence oversight; due diligence; and identity management.
  • Develops CI plans and procedures in support of the organizational mission.
  • Provides CI technical guidance, analysis and recommendations to operational planners and commanders.
  • Leads and participates in the conduct and writing of due diligence assessments.
  • Applies counterintelligence methodologies on Identity Data Management related activities to detect, deter, disrupt and mitigate threats.
  • Establishes liaison relationships with Defense, local, state, and other Federal organizations are required to support the CI program.
  • Serves as a Senior Counterintelligence Team Leader responsible for the operational and staff management of a complex team.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

  • Must have completed and passed a DOD accredited Counterintelligence Special Agents Course or be willing to attend and pass the Counterintelligence Special Agents Course.
  • Must be willing and able to participate in organization operations and training CONUS and OCONUS.
  • Must sign a statement attesting to the understanding of DCIPS provisions.
  • Incumbent must be willing to work overtime and irregular hours.
  • Must be willing to deploy to hazardous duty areas in support of operations and training for periods of up to 120 days.
  • Must pass the organization's Personnel Reliability Program which includes credit check, drug screening, polygraph and psychological evaluation.
  • Must be able to obtain and maintain a Top Secret security clearance with access to sensitive compartmented information and special access programs.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Specialized experience is defined as: Experience in counterintelligence (CI) operations, support; intelligence oversight; due diligence; and identity management. Experience in producing and coordinating intelligence products; and experience in obtaining support from Intelligence Community partners. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG-13).

You will be evaluated on the basis of your level of competency in the following areas:

Counterintelligence support to operations
Due Diligence operations
Identity Management
Intelligence Oversight

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
