Belvoir, VACategory: Budget/FinanceSUMMARYThe Cost Analyst will provide cost estimating, assist in establishing and managing cost baselines, perform analysis and prepare reports/analytical products from Comprehensive Cost and Requirements (CCaR) data for management situational awareness and decision making. This position is located at Ft. Belvoir, VA.RESPONSIBILITIESPerform complex functional economic analysis to evaluate the costs of alternative ways to accomplish functional objectives, analyze investment costs, benefits, and risks as a net change to the functional baseline cost, and the cost of doing business now and in the future, ensuring that cross-functional, security, and other integration issues are addressed.Provide recommendations on cost realism, and conduct or provide inputs to cost/performance tradeoff studies.Provide documentation for program cost estimates and cost impacts for planning support.Develop cost estimates and cost documentation as required in support of PdM WESS programs.Develop and maintain cost models, develop sound and traceable cost methodologies, and conduct cost risk analyses based on DoD, Army, and GAO established standards.Review and validate all analyses prepared by the PdM WESS programs including developing standards and techniques for validation as well as tailoring those internal validation processes and procedures when required.Track and provide an analysis of Earned Value Management (EVM), and provide results to PdM WESS leadership.Develop a WBS using the appropriate guidance.Prepare and execute data calls and develop/maintain metrics to support all analyses.Support all data calls and quarterly reports on Better Buying Power efficiencies and Will Cost/Should Cost initiatives, and prepare an annual report for senior Army leadership.Support PEO EIS in recommended program funds phasing plans and other required documents.Prepare to support the PEO EIS senior cost analyst with guidance on all cost efforts.Develop both ROMs and POEs (depending on which is appropriate) to assist in determining the ACAT/BCAT levels.QUALIFICATIONSKnowledge of the latest cost analysis policies, regulations, and methodologies.Proficient in commercial cost estimating tools such as Constructive Cost Model (COCOMO), Software Evaluation and Estimation of Resources - Software Estimating Model (SEERSEM), Crystal Ball, Automatic Cost Estimating Integrated Tools (ACE-IT), Software Lifecycle Management (SLiM), True Planning, and the EV Tool.Proficient in software and tools to develop ROI analyses and presentations.Bachelor's Degree in related field desired.SECURITY CLEARANCEActive DoD Secret clearance requiredEqual Opportunity Employer/Minorities/Females/Veterans/Individuals with Disabilities.
