Fleet Services Division Chief

The Overview

We are seeking a Fleet Services Division Chief to fill a key senior leadership position in the Department of Transportation and Environmental Services.

This position is a unique blend of manager and operations leader. We are looking for someone who has the experience working with a wide range of personnel and can understand the operations of an automotive shop or garage. It is also important that the candidate have strong administrative, planning, and budget skills and experience. The ideal candidate will be a forward thinking, team driven leader who can build on the successes of the current program.

Successful candidates must possess the ability to plan and manage the work of others; possess strong knowledge of fleet management best practices; knowledge of fuel depot and fuel dispensary system equipment and management; preparation of equipment, parts, supplies and service specification contracts; ability to conduct a wide variety of studies and analyses of fleet-related matters; ability to establish effective working relationships with others; the ability to communicate clearly and effectively, both orally and in writing; ability to demonstrate comprehensive and broad knowledge of automotive and heavy equipment fleet maintenance, automotive maintenance and repair methods; and comprehensive knowledge of automotive parts and equipment.

The Opportunity
  • Manages 17 full-time skilled automotive personnel and administrative staff, including fleet supervisors, mechanics, parts managers and fleet analysts;
  • Recruitments of new employees, evaluating performance, providing administrative guidance on disciplinary actions, counseling staff, training and reclassification;
  • Led the acquisition, maintenance, repairs and disposal of a fleet of over 900 pieces of equipment including automobiles, sport utility vehicles, medium and heavy trucks, street sweepers, refuse trucks, specialty and construction equipment;
  • Develops and manages the division’s $5.1 million operating budget; plans and manages multiyear fleet replacement programs; records management; control and ensure the facility operates in a cost efficient manner; and maintains compliance with maintenance and state inspection standards;
  • Establishes, implements and maintains division policies, procedures and guidelines; conducting and providing a wide variety of studies and analyses for equipment-related matters; managing, monitoring and reviewing all contracts, agreements, requisitions which include developing, reviewing and approving specifications for new or replacement motor equipment, preparing surplus vehicles for disposal or sale and managing the inventory control programs for parts and supplies;
  • Lead the City's alternative fuel policy which leads the way for electrification and greening of the fleet.
The Ideal Candidate
Two-Year College Degree; five years of experience; completion of college-level courses in business administration supplemented by courses in automotive service and maintenance management; and extensive, progressively-responsible experience in automotive repair work, some of which has been in an administrative capacity; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

The candidate selected must possess a valid driver's license.

To be considered as an ideal candidate, one should possess a four-year college degree in a related field; ten years of progressively responsible experience with fleet management activities with college courses in business administration, supplemented by courses in automotive service and maintenance management.
