However, employees who have access to the compensation information of other employees or applicants as a part of their essential job functions cannot disclose the pay of the other employees or applicants to individuals who do not otherwise have access to compensation information, unless the disclosure is (a) in response to a formal complaint or charge, (b) in furtherance of an investigation, proceeding, hearing, or action, including an investigation conducted by the employer, or (c) consistent with the contractors legal duty to furnish information. 41 CFR 60-1.35(c).ResponsibilitiesSpecific responsibilities include, but are not limited to:Peraton is prime contractor for the NEE program which is a SE&I services contract which include: project engineering, architecture engineering, requirements engineering and interface definition, schedule planning and analysis, security engineering, systems/segments development product ownership, systems integration/test & verification, enterprise risk and readiness management, transition to operations, and operational validation and capability and product improvements.Due to growing demand of services, the program requires an additional SE&I Manager to lead a Perspecta Sensor SE&I Team. The SE&I Manager provides functional management of the Perspecta personnel, including, career planning and development, performance assessment, merit planning, staff recognition, disciplinary actions, and career and technical counseling for the functional team. The SE Manager provides key support to the Program Management Office by reviewing and editing Position Descriptions (PD) for staffing needs, creating and maintaining staffing plans, and driving the recruitment process of qualified candidates for open positions.Each SE&I Manager has a technical contributor position on one of the Sensor SE&I Project Teams, that requires 90% of their time. Completion of functional management responsibilities varies, but averages the remaining 10% of their time.Strong understanding of systems engineering & integration (SE&I) programs is essential. The role requires the ability to work in a multi-government, multi-contractor, dynamic environment with a geographically diverse team. The preferred candidate must possess exceptional organizational and communications skills, strong interpersonal skills, and be a proven self-starter.QualificationsRequired Qualifications:Candidate will fill a funded (TS/SCI billet) position on the ProgramActive TS/SCI clearance with CI Poly and SSBI current within 5 yearsBS in STEM degree15 years proven IT SE&I process/large-scale SLC applied tech professional experienceDemonstrated program/project team / personnel leadership experience and expertiseDemonstrated technical portfolio/project engineering leadership experience and expertiseSelf-starter able to efficiently manage multiple tasks, adjust to changing priorities, deliver on timeStrong customer service and teaming skills; ability to collaborate in multi-discipline cross-functional teamDemonstrated ability to work independently (self-managing) and in a team environmentStrong interpersonal, organizational, client relationship management, load-balancing skillStrong oral, written communications, presentation skills to government/contractor leadersExperience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems, & perform AoAsExperience troubleshooting & problem-solving tech & non-tech issues, driving to closureDemonstrated ability/experience identifying/solving problems reviewing related info to develop/evaluate options & implement solutions with minimal supervision &/or directionAble to work with customer to resolve tech/programmatic issues & make adjustment A/RDesired Qualifications:MS in STEM degree (eg, Engineering, Computer Science, Information Systems, Math, or related scientific or technical discipline)Relevant certifications within one or more of the following disciplines; EA/SA (Architect), SE&I (INCOSE), IT (ITIL), Security (CISSP), Agile (Agilist, CSM), PM (PMI; DAWIA) certs; SAFe SME and practical hands-on experienceRemote sensing TPED SE&I experience (eg, working with Mission Partner /NGA TCPED systems/GEOINT/Commercial Remote Sensing TPED and GIS systems)National/Tactical level GEOINT system & mission engineering & integration experienceWorking knowledge of NGA MSA/SIA/Experimental Sensor systems acquisition, governance, baseline control, change management/CM, & discrepancy tracking processesWorking knowledge of NSG/ASG Enterprise organizations, Integrated Program Offices (IPO), leadership, architecture, standards, programs, systems, initiatives, pilots/prototypesExperience in GEOINT business methods and mission tradecraft, system activity and data modeling and analysis, info flow/transaction process analysis, risk management, readiness assessment, performance measurement techniquesExperience in commercial/defense industry IT Systems, including product workflows, information operations and assurance, content architectures, data standards, virtual cloud services oriented architectures, industry best practicesExperience with SAFe model-based/Lean Startup/agile software SE&IExperience integrating tradition/non-traditional/emerging GEOINT sources (OPIR, IR, E-O, SAR, MSI, HSI, LIDAR, PS-ISR, MI (FMV, MTI, WAMI) into NSG enterpriseKnowledgeable of NGA/IC/DoD missions as-is/future vision and experienced in customer mission capabilities & services needs assessment and solutions implementation, user persona templates, developing, implementing SLAs, meeting quality standards, leveraging commercial state of the art techniques for customer needs/satisfaction analysis
