This Manager must be able to multi-task and manage conflicting priorities in a schedule driven environment, and be responsible for the day to day management, training, mentoring and career development of a team of parametric estimating professionals. This team is engaged in the assessment of NGMS and competitor capabilities, as well as technology trends, and providing independent cost estimates for a wide range of complex evaluations in support of acquisition decision points and strategies. The Manager shall provide oversight, support to, and review of all work products, and must be able to function in a fast paced proposal environment. The position requires collaboration with sector senior management, engineering, business management counterparts, and capture/proposal teams to assist in the development of parametric cost models across the lifecycle of pro grams, including development, production and sustainment. This manager will also be responsible for the Cost/Non-Cost Database and its collaborative development and usage with other functional areas. This position is responsible for support of Northrop Grumman Mission Systems Sector Capture and Proposal efforts through the application of parametric cost analysis and estimating techniques. The successful candidate will utilize their technical capability to assess cost and schedule implications and work to provide cost models and independent cost estimates. The work location is in Linthicum, Maryland. Teleworking from another Northrop Grumman facility may be considered in for a highly experienced candidate. In a teleworking situation, the candidate would be expected to be on site for regular periodic face-to-face support of program reviews, customer meetings, etc. Roles and Responsibilities: - Development of Parametric Cost Models across the lifecycle of programs, including development, production and sustainment. - Work with the Price to Win Team to support the Position to Win engagements - Employ the theories, principles and practices of cost analysis in support of the development of cost estimates that include data collection, data normalization, data analysis, risk analysis and sensitivity analysis - Collect and organize information from technical or other subject matter experts, technical documentation, historical cost records, or open source data to identify relationships, trends, and patterns in, or draw conclusions from that information - Use statistical analysis or simulations to analyze information and develop practical solutions to business problems - Develop database of cost and non-cost data to facilitate future cost estimates - Advise managers and other decision makers on the impacts of various courses of action - Evolve and maintain process and procedures; define standards for estimation and validate potential cost estimation relationships ( CERs)Basic Qualifications:Bachelor's degree and 9+ years of technical or business management experience or Master's degree and 7+ years of technical or business management experienceMust be well organized, manage several projects simultaneously, set priorities, team within and outside organization, and meet required deadlines.Candidate must understand parametric estimating principles and recognize opportunities for business improvement.Candidate must also have working knowledge of analogous and parametric estimating techniques, complexity factors and cost estimating relationships (CERs).Preferred Qualifications:Masters Degree in either a technical or financial discipline.15+ years of related industry experience.Training and working knowledge of SEER and or/Price Systems Parametric Estimating tools is preferred.Minimum of 4 years of parametric analysis experience with active secret clearance preferred.Salary Range: 104544 - 191664Employees may be eligible for a discretionary bonus in addition to base pay.
