This announcement is open to all U.S Citizens who reside or are currently employed in the MCB Quantico local commuting area, which includes the Virginia counties of Albemarle, Arlington, Caroline, Chesterfield, Culpeper, Fairfax, Fauquier, Greene, Hanover, Henrico, King George, Loudoun, Louisa, Madison, Orange, Prince William, Spotsylvania and Stafford Counties, and the cities of Alexandria, Fairfax, Fredericksburg, Manassas, Manassas Park, and Richmond; Maryland counties of Anne Arundel, Calvert, Charles, Frederick, Howard, Montgomery, Prince George's and Saint Mary's; District of Columbia; and all cities existing in Virginia or Maryland within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties OR reside or are currently employed in the Fort Meade local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; Virginia counties of Arlington and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties.

As a TRAINING ADMINISTRATOR you will be responsible for the following duties:

- Serve as a technical expert and lead or assist, as appropriate the administration and facilitation of the DCSA agency-wide Leadership Development Program (LDP), supporting in-person and virtual training for all personnel during training workshops, conferences, events, and other associated activities.

- Serve as technical expert and lead or administer, as appropriate the analysis, design, development, implementation, and evaluation (ADDIE) or similar instructional design process methodology in support of delivering, administering, and managing all elements of an agency level Leadership Development Program and associated products or services.

- Manage and coordinate systems and processes for delivery of the Leadership Development Program including resources, program communication, rosters, coordination with other service providers, and employee support activities.

- Assist in and lead as appropriate, approaches in measuring and evaluating effectiveness and efficiency of the Leadership Development Program and associated services as a learning experience.

- Assist in and lead as appropriate, soliciting, collecting, integrating evaluative information from multiple sources and present briefs, papers, studies, etc. that support decisions, actions, and strategies.

- Serve as advisor and Subject Matter Expert (SME) on Department and Agency level leadership development programs, associated policy, and program operations.

- Provide SME advice to senior management officials, supervisors, managers, human resource specialists, training and development specialists and others as appropriate on enterprise-wide leadership development and activities based on proven and valid structured, documented evaluations and assessments.

- Administer and manage short and long-range plans, projects, and activities to satisfy specific program requirements, objectives, strategies, etc., including internal administrative tracking (CATMS), rosters, etc.

- Utilizing multiple methods, tools, data collection approaches, etc., conduct activities that document training assessments and evaluations of/for leadership development programs, products or services to determine overall effectiveness and value of product or service provided.

- Assist in or analyze resources and devises effective and efficient solutions to address leadership development mission requirements, program objectives, strategies, etc.

- Assist in and participate in the activities that support DCSA Leadership Advisory Board (LAB) and the Professional Training Council (PTC).

- Assist other HCMO training and development representatives in/with corollary programs or assignments as directed.

- Assist in the occasional instruction or facilitation of HCMO sponsored or other employee development programs, course, event, or activity.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 11 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Developing, administering, and managing employee development programs or other learning programs with minimal guidance or supervision; experience as an instructor or facilitator for in-person and virtual training; experience with coaching, mentoring, or Career Map programs; experience developing and delivering virtual instruction using delivery systems such as Adobe Connect, Blackboard Collaborate, Canvas Studio, MS Teams, or Moodle; and experience developing and administering learning programs using ADDIE (Analysis, Design, Development, Implementation, and Evaluation) or similar methodology.

Specifically you will be evaluated on the following competencies:

1. Education / Training Program Administration: Organize, plan, and coordinate the functions, provisions, schedules, and administrative activities, which are required to conduct education and training programs. Manage the organization, operation, and resources to facilitate instruction and future planning.

2. Education Consultation, Coaching and Collaboration: Provide consultation, coaching and collaborative opportunities to implement research-based, learner-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice.

3. Instructional Delivery and Learner Development: Deliver, provide, and monitor training and education for individuals and groups within learning environments. Tailor and adapt instruction to ensure learners' needs are met and learning outcomes are achieved.

4. Learning and Program Evaluation: Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days.
