Duties

This position is located in the Department of Veterans Affairs, Veterans Benefits Administration's (VBA) Office of Mission Support and is organizationally aligned under the Deputy Chief of Staff. The duties and responsibilities include, but are not limited to:
  • Provides short/long-term strategic direction to VBA's Acquisition program to ensure programmatic results. Directs, reviews, and approves the development and implementation of enterprise acquisition/procurement policies, processes and procedures in accordance with the Federal Acquisition Regulation and VA Acquisition Regulation.
  • Directs and monitors VBA's Emergency Preparedness Program (EPP), Continuity of Operations Plan (COOP), Watch Officers, Safety and Security Program. Administers the formulation and promulgation of policies, plans, and instructions necessary to implement and maintain the effectiveness of VBA's EPP.
  • Directs/supervises major activities associated with the procurement and utilization of VBA facilities and space, and the design of state-of-the art office environments and systems.
  • Directs and administers the VBA Minor Construction (MC) Program, with responsibility for development of strategic and long-range plans related to space and facility requirements.
  • Directs/supervises the development for policies and procedures for major administrative and support activities for VBA including Freedom of Information Act and Privacy requests, records management, publications, and forms management.

Qualifications

To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following specific TQ(s). Please label and include your name on each page. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Comprehensive and detailed knowledge of Federal administrative processes for at least two of the following major support functions: facilities management, information management (e.g., FOIA, Privacy, Records), acquisition management, and emergency preparedness and safety.

TQ2: Demonstrated experience in the day-to day leadership of a complex operational organization with requirements to report to multiple customers on time sensitive issues. Leadership in this context includes ability to work effectively across organizational lines in team leadership and to build strong working relationships among people and organizations with diverse interests and/or opinions.

Additional information

COVID 19: Federal employees are required to be fully vaccinated against COVID-19 as required by Executive Order 14043, regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.

If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the Department of Veterans Affairs (VA), if after November 22, 2021.

Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
