Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a Senior Clinical Advisor you design, oversee, conduct and/or participate in clinical projects, studies, or evaluation on national and global initiatives and/or programs.

Specifically, you will:
  • Provide authoritative guidance and leadership utilizing clinical expertise and knowledge in primary care and public health and specific issues and initiatives focusing on optimal health worldwide.
  • Participate as appropriate in President's Emergency Plan for AIDS Relief (PEPFAR) technical subject matter groups and provide assistance to the program, which includes; advocating for technical support and resources needed to achieve the objective in each country.
  • Advise on all phases of planning and developing international PEPFAR programs to enhance and/or expand agency oversight, workforce development, clinical quality improvement, civil society involvement in program development and implementation, data utilization, reports, and performance management activities.
  • Develop and implement strategies and plans for meeting global health program objectives.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above OPM requirements, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

Examples of the minimum qualifying experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
  • Establishing any of the following for HIV/AIDS international/global health programs: standards operating procedures, policies, strategies, goals, or evaluation plans;
OR
  • Establishing goals and operational plans for HIV/AIDS focused international/global health organizations or programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies:

INTERNATIONAL PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of international public health programs and organizations and the policies that impact those health programs and the reimbursement of health services.

HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (e.g. PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with international and/or global organizations or foreign countries.

PLANNING AND EVALUATING - Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
