Overview: St. Michael's Inc., has an opportunity for an experienced Program & Budget Analyst in the Springfield, VA area in support of a Department of Defense (DoD) organization. The selected candidate shall assist with the execution of the organization's operating budget by employing all aspects of the DoD Planning, Programming, Budgeting, and Execution process, must possess an uncompromising work ethic, and be able to align with St. Michael's core values of Excellence In Reputation, Candor, Commitment, Teamwork, and Dependability. Location: Springfield, VA Active Clearance required: Top Secret with SCI Eligibility Required: * 7 years experience, within the last 10 years, as a Program or Financial/Budget Analyst. * Experience in budgetary planning, preparation, and monitoring budgets. * Analytical and problem-solving skills and proven ability to apply them in gathering, recording, and summarizing financial and other operational data. * Proficiency with Microsoft Office specifically, Microsoft Word, Excel, and PowerPoint. * Strong verbal and written communication skills to enable the contractor to work effectively with program heads and end-users. Responsibilities: * Assist in developing and interpreting planning guidance, analyze data and perform cost analysis. * Assist with the review and consolidation of detailed program/budget estimates and justification data, planning and conducting various phases of budget planning, formulation, and execution. * Assist with preparing program/budget presentations, developing and preparing various written program/budget justifications and reports, primarily the Program Objective Memorandum (POM). * Assist with the development and justification of organization programs to determine short-term and long-term requirements; ensuring these requirements relate to the overall organization objective and provide updates to appropriate financial databases. * Provide financial management program analysis as a subject matter expert, for the planning, developing, justifying, and submitting of the unit's Program Budget Submission. Efforts include drafting required documents, presentations, data or database collection, requests for approval and coordination, and drafting responses to inquiries and requests from external organizations. * Identifying issues, critical shortfalls, programmatic disconnects, or duplication of efforts across the unit's program developing, preparing, and submitting a program containing all requirements necessary for the successful execution of the unit's mission as well as inputting the unit's requirements/funding/over guidance into the financial database.
