This position is responsible for the development of WSSC Water's Water/Wastewater Facilities Asset Management Plans and the coordination of the Production Team Asset Management Committee. The Water/Wastewater Facilities Asset Strategy Manager provides support to the water/wastewater facilities maintenance and operations staff by analyzing work order and asset performance data to provide input into the Asset Management Committee decision processes with respect to maintenance, capital and operational decisions.Essential FunctionsUndertakes management of Water/Wastewater Facility Asset Management implementation activities according to a work program determined by the Assets Management Section ManagerEnsures that the outcomes of WSSC Water's Asset Management Program implementations meet the needs of strategic investment planning for the water/wastewater facilities including the development of asset strategies and asset management plansPrepares technical and verbal reports regarding the performance of the water/wastewater facility assets and tracks the effectiveness of asset management strategies in improving cost and service level performanceLeads and coordinates staff responsible for the development of facility asset strategies and the development of the facility Asset Management Plans, and/or Utility Master Plan (UMP)Facilitates the update of Condition Assessment and Business Risk Exposure scores and the identification of Level 2 and 3 Condition Assessment needsValidates failure criteria based on new input regarding levels of service or budget and validates the shape factor curves for probability of failureReviews/revises maintenance strategies and facilitates the validation of existing and/or the development of new asset replacement costs and/or revise replacement costs as necessaryGenerates a list of "at risk"A' assets and identifies candidates for analysis utilizing the asset management modeling softwareDetermines optimal renewal/rehabilitation/replacement cycles and budgetary requirements based on results from the asset management model outputFacilitates the review of "at risk"A' assets and identifies which assets require immediate attention for risk reduction, which should be monitored, and which should be run-to-failureAssesses root cause of failures and tracks and monitors failure modes and rates, and develop decay curves where relevantIdentifies risk reduction strategies and/or projectsDetermines funding requirements and help set budget prioritiesDetermines/updates Asset Information CLR ratings and identify improvement tasks and budgets and document CLR information into Business Improvement Plan chapterDetermines training and other HR needs associated with the Asset Management PlanInitiates the approval process for the Asset Management PlanCoordinates with staff responsible for asset information and standards management to undertake quality assessment on asset management data and information and determine and manage changes to asset technical standardsOther FunctionsSets/implements operations and maintenance strategiesAssists in the preparation, review and approval of programs and projects to monitor water industry trends and future directionsCoordinates and/or develops cross functional teams as required, to execute asset management research and investigations designed to determine appropriate asset strategies as neededAssists in the preparation, review and approval of research and analysis to improve the overall management of the water/wastewater facilities in terms of reliability, risk, cost and service level delivery basisPerforms other duties as assignedWork Environment And Physical Demands Work is performed in standard office setting.Required Knowledge, Skills, And AbilitiesThorough knowledge of facility lifecycle management and facility cost structures (maintenance, operations, capital)Thorough knowledge of treatment plant process equipment including operations, maintenance and performance managementThorough knowledge of water/wastewater treatment plant permit requirementsComprehensive knowledge of the principles and practices of asset management (as described by the EPA and the International Infrastructure Management Manual)Working knowledge of the water/wastewater industry, including detailed knowledge of water/wastewater core business processesAbility to coordinate a team and possess strong leadership skillsAbility to prepare and effectively present highly technical and complex reports and estimates both verbally and in writingMinimum Education, Experience RequirementsBachelor's degree in Business Administration, Engineering, Public Administration, or related field6 years of progressively responsible technical experience in water or wastewater and utility operations, including 3 years of experience managing projectsOrHigh school diploma or equivalent10 years of progressively responsible technical experience in water or wastewater and utility operations, including 3 years of experience managing projectsThis position is responsible for the development of WSSC's Water/Wastewater/Support Services Facilities Asset Management Plans and the coordination of the Production Team Asset Management Committee.
