Duties

The Inspector General of the Department heads an independent and objective organization responsible for audit, investigation and other inspection services related to programs and operation of the Department. The Inspector General provides leadership and coordination and recommends policies for activities designed to promote economy, efficiency and effectiveness in the administration of programs and operations as well as to promote and detect fraud and abuse in such programs and operations. The Inspector General is the principle advisor to the Secretary of the Department on the above matters and is responsible for keeping the Secretary and Congress fully and currently informed about problems and deficiencies relating to the administration of the Department's programs and operations and the necessity for and progress of corrective action.

The Office of the Inspector General (OIG) consists of the following five components:

• Immediate Office of the Inspector General

• Investigation Services

• Audit Services

• Management Services

• Information Technology Audits and Computer Crime Investigation (ITACCI)

Management Services Division (Management Services) provides management, administrative, and planning support to the OIG's major operations and administrative programs as well as to the OIG senior leadership regarding business operations support matters. Management Services coordinates the formulation and issuance of OIG policies, procedures, and standards or operations; staying current with Administration and Congressional legislative activities external directives, and Department program and management changes impacting OIG operations and policies: as well as oversees and manages the agencies annual budget appropriation and procurement functions, human resources (HR) to include recruitment and retention, space and infrastructure support, OIG-wide administrative records management function, and OIG-wide training programs.

The incumbent reports directly to the Human Resources Director (HRD), serves as a senior technical advisor and program manager for Human Resources (HR) Information Technology (IT) systems, and has responsibility for collaborating with Information Technology group to carry out the planning, design, development, and integration, of the OIG Federal human resources information systems to enable strategic decision-making and comprehensive, timely, and reliable workforce information.

The incumbent of this position will assist in carrying out OIG-wide HR IT program development, program evaluation, and program operations initiatives. This includes providing especially difficult management advisory and consultation services addressing effective HR systems to include but not limited to, the Federal Personnel and Payroll System (FPPS), Workforce Transformation Tracking System (WTTS), Monster, Electronic Official Personnel Folder (EOPF) in support of Agency programs, goals, and mission accomplishment, and representation within and outside OIG.

Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills, and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in FPPS, WTTS, EOPF, and any HR recruitment system (i.e. Monster, USA Staffing).

Experience in developing and implementing automated HR systems.

Experience in developing and analyzing reports from HR data bases.

Experience in utilize various Microsoft Suite applications.

Experience in communicating and dealing with others such as co-workers, managers, supervisors, and internal/external customers.


Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).   • Knowledge of concepts, principles, practices, laws, and regulations of the HR management.
  • Knowledge of collecting and analyzing data information techniques to develop, write, and plan data collection and reporting.
  • Knowledge of applying interrelationships of multiple HR specialties and recommending new approaches, techniques, policies, and procedures.
  • Ability to research, analyze, interpret, and evaluate IT solutions; merging technologies and their applications to make appropriate recommendations for IT advancements and applications.
  • Ability to develop and maintain effective working relationships with internal customers and stakeholders, as well as staff in other organizations.
  • Skill in oral and written communications.

    Education cannot be substituted for experience for this position and grade level.

    Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

    Bargaining Unit: This position is not included in the bargaining unit.

    Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized.
