Duties

  • You will make recommendations for risk acceptance decisions to the Navy Authorizing Official to balance risk to both operations and cybersecurity missions as needed to meet program requirements and cost-effective generation of combat readiness.
  • You will develop and retain a diverse high quality work force with balance of knowledge, skills, and abilities necessary to plan and execute the mission.
  • You will plan work to be accomplished by subordinates, set and adjust short-term priorities, assess the quality of work, and provide constructive feedback.
  • You will serve as the NAO3 Division Head and have ownership of the management and control processes required to execute daily activities and execution of the division.
  • You will maintain liaison with Navy mission partners including US Cyber Command, Defense Information Systems Agency, Combatant Commanders, Navy Headquarters, first and second echelon commands and other industry officials.
  • You will interpret and assess policies and technical standards to ensure Navy compliance with DOD and National Information Technology Communications program and cybersecurity requirements.
  • You will coordinate High Risk Escalation( HRE) briefings for various stakeholders.
  • You will coordinate with other stakeholders to identify patterns of recurrent conditions or combinations of conditions that contribute to cybersecurity issues and the impact to networks and systems security posture.
  • You will provide technical leadership, direction, and supervision of military, government civilians, and contractor personnel to execute the strategic elements of the Navy's Operational Cybersecurity processes.

  • You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 611 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position requires the successful passing of a Counterintelligence (CI) scope polygraph examination.


Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: [Interpreting federal and local statutes, regulations and directives and provides advice to management and personnel on how to implement cybersecurity requirements.]
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: [Establishing working groups to resolve documentation of conditions, agreements in memoranda of agreement (MOA), joint standard operating procedures (SOP), NAVADMINs, etc. regarding those systems requiring multiple or joint authorization.]

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
Qualifying experience would be demonstrated by:
  • Applying, advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as develop and interpret policies, procedures, and strategies governing the planning and delivery of cybersecurity services throughout the Navy.
  • Analyzing workload, determining priorities and assigning tasks and redirection to subordinates.
  • Providing detailed analyses of network and operating system safeguards to determine the cybersecurity posture of organizations.
  • Using operational risk management to make recommendations for authorizations to operate an information system or network in a specified security mode and confirm that the residual risk is within acceptable or unacceptable limits.
  • Working with joint, coalition and Navy operations, mission and organizational structure, supporting COCOM, DISA, USCYBERCOM, DON, OPNAV, and FLTCYBERCOM operating forces sufficient to apply principles of operational risk management.
  • Reviewing and directing the collection of effective metrics to measure the authorization effectiveness and efficiency.
  • Researching new/emerging technologies and engineering solutions for cybersecurity risks to ensure implementation of appropriate systems security policies.
  • Evaluating, implementing and disseminating industry, NIST, DoD, and/or DON cybersecurity processes, policies and best practices for DoD and/or Federal information systems, sites, applications, and networks.
  • Providing technical advice, guidance, and specific recommendations to management and other technical specialists on critical cybersecurity/IT issues.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
