Duties

  • You will maintain and apply current, comprehensive knowledge of the cyberspace mission, major program objectives, functions, program participant roles/responsibilities, and supporting technologies.
  • You will apply recognized functional and programmatic expertise to establish productive working relationships with other DoD and potential cyberspace partners to foster mission success and cyberspace operational capabilities for future application.
  • You will report to the Executive Director and interface with General Officers, Flag Officers and Senior Executive Service members involved in the development and oversight of cyberspace strategic initiatives, requirements and capabilities.
  • You will establish relationships with the Headquarters Marine Corps (HQMC), United States Cyber Command (USCYBERCOM), Deputy Commandant for Information, the Joint Staff, congressional members and staff and industry partners.
  • You will ensure the Marine Corps cyber-related operational concepts and Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities with Cost awareness (DOTMLPF-C) requirements are incorporated and integrated.
  • You will direct strategic technology planning, cyberspace program requirements analysis, concept development, and solution delivery for the Marine Corps' portion of the DoD Information Network (DoDIN) and the Marine Corps Enterprise Network (MCEN).
  • You will be responsible for development and implementation of Defensive Cyber Operations (DCO) and DoDIN operations capabilities and infrastructure as well as Marine Corps Cyberspace Operations Group (MCCOG) and associated cyber mission forces.
  • You will be providing technical integration throughout the MCEN to achieve common data, information management, and business practice strategies and standards.

  • You will be required to possess and maintain a TS/SCI security clearance prior to entrance on duty. Failure to possess and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position will require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.


Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Demonstrated success in managing enterprise-wide DCO and DoDIN operations infrastructure and capabilities, cyber investment management, network design and integration, network and systems operations, and information system security, assurance and operational capability.

2. In-depth understanding of the operational capability for emergent DCO and DoDIN operations cyber technologies.

3. Demonstrated knowledge of key technical issues within cyberspace technologies for infrastructure enhancement and integration for defensive cyberspace operations while ensuring integrated system solutions leveraging state-of-the-art advances in cyberspace from the private sector.

4. Demonstrated success in providing authoritative direction and leadership of a multi-faceted cyber organization with varied customers, clients and stakeholders. Possess the ability to manage projects and programs to accomplish enterprise architecture goals/objectives.

5. Verbal and written communications skills including outreach to agencies, industry and academia as well as a demonstrated capability to successfully formulate and/or defend a program or position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
