Duties

  • Supports the Chief Science Data Officer in the overall direction, guidance, and management of SMD and ESD program activities, including assessments of program budget, schedule, and technical performance.
  • Guides and directs a diverse team of civil servants, detailees and contractors in the execution of data and computing systems, including formulation, implementation, operations, and data analysis.
  • Implements advanced data science and development approaches to enable open science including continuous evolution, open collaboration, open-source software management, open access methodologies for publications, and high performance computing.
  • Supports the development and implementation of open science policies, agreements, and partnerships with interagency, commercial, and international partners for ESD; and advises other divisions within SMD on the same.
  • Collaborates with senior stakeholders to establish and achieve goals related to open data policies, data management, and associated open science objectives.
  • Negotiates and manages agreements/contracts with commercial, academic, and international institutions.
  • Maintains background in scientific data systems engineering, including the development of cloud computing and open-source software for scientific analysis.
  • Reviews program budgets during the annual Planning, Programming, Budgeting and Execution (PPBE) process, and recommends adjustments based on performance, requirements, and Agency guidance.
  • Communicates, engages, and builds consensus with multiple stakeholders, including the scientific community, external advisory committees, senior NASA leaders, interagency and international partners, and programs and projects at NASA Centers.

Qualifications

In addition to the basic education requirement (shown below), you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level that includes leading, budgeting, and implementing scientifically relevant advanced scientific data system capabilities for open science such as continuous evolution, open access methodologies for publications, data and software, cloud computing, collaborative open source software development and data science; experience developing open science policies for data management and development of large scale open source software development projects across multiple science or other relevant disciplines; experience negotiating and monitoring both contracts and agreements such as commercial, academic, and/or international institutions; and experience with developing and managing multi-million-dollar research or operations programs/projects.

Education

Basic Education Requirements: You must have successfully completed a bachelor's or graduate degree with a major in either Degree - physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
A combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Degrees in engineering technology are not considered qualifying for this position.
