Duties

  • Serves as the principal action officer on the entire spectrum of DS security responsibilities in the assigned regional area to assure that the services provided by the RD Office are current, timely, and adequately support diplomatic/consular posts.
  • Prepares briefing papers relating to the security posture of overseas posts for use by decision-makers prior to inspections of overseas posts.
  • Reviews and evaluates security programs and operations at posts providing policy, planning, and budgetary guidance. Remains informed on security matters to advise on security capabilities, weaknesses, and threats to people, property and information
  • Participates in professional security seminars, conferences, and meetings in order to share information on overseas security matters, including physical, procedural, personnel, and information security. Briefs/debriefs selected personnel as needed.
  • Develops Department instructions, cables, correspondence, and memos on all phases of operational security matters.

  • Incumbent will be subject to random drug testing.
  • One year probationary period, unless excepted by regulation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • U.S. Citizenship is required.


Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience evaluating and assessing the security environment at overseas posts and developing appropriate mitigation strategies.
  • Experience reviewing, analyzing and evaluating security surveys and other relevant data to provide comprehensive guidance and recommendations to decision-makers.
  • Experience coordinating budgetary and other resource requests related to the management and administration of security programs.

There is no substitute of education for specialized experience for the GS-14 position.
