As a MANAGEMENT AND PROGRAM ANALYST, GS-0343-9, you will be responsible for:
  • Files, post, and maintain all Accreditation Group electronic records.
  • Serves as liaison to the contractor for the E-recognition system.
  • Collects information and data to inform the discussion regarding enhancements to improve system operation, assist with user testing, and to simplify the usability of the E-recognition system
  • Provides support and technical assistance to Accreditation Group staff, committee executive director, accrediting agencies, and country representatives, and committee members on the E-recognition system.
  • Complete all accreditation related Freedom of Information Act (FOIA) requests in accordance with applicable statutes and regulations
  • Works cooperatively with other Accreditation Group staff on other activities related to the accreditation (including foreign veterinary accrediting organizations), and comparability review processes, such as training for accrediting agencies on recognition criteria, orientation of new committee members and special projects.

Condition of Employment:

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-9
One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience in applying analytical and evaluative methods and techniques to develop new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
2. Experience collaborating with multiply parties and managing multiple projects.
3. Experience serving as a liaison and effectively communicating issues and problems.


EDUCATION (Please see education requirements below)


A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Ability to brief managers and in communicating tentative recommendations regarding efficiency in program operations.
2. Skill in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems of a unique nature.
3. Knowledge of operating guidelines governing administrative programs to help initiate program changes
4. Knowledge of Federal and agency regulations and directives as well as organizational specific directives, programs, and missions to understand their impact on programs. Familiarization with applicable FOIA statutes and regulations.
5. Knowledge of management analysis techniques to identify, consider, and resolve issues or problems.


Education Requirement:


Two years of graduate education (beyond a bachelor's degree).


A master's degree or equivalent degree.


LL.B. or J.D., if related


A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Bargaining Unit: This position is included in the bargaining unit.
