Duties

The physical worksite for this position is located in Alexandria Virginia. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. This position serves as an Administrative Management Specialist responsible for the following:
  • Performing full range of management and operation functions to achieve greater economy and efficiency.
  • Working with internal and external customers to provide technical support on audio-visual equipment, receiving hearing requests and greeting the public for hearings.
  • Assisting in planning conference, seminars, and/or exhibits.
  • Collaborating with Web developers to create and operate internal and external Web sites.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-.

Specialized experience for this position includes:

Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent at the GS-07 grade level in the federal service. Specialized experience includes all of the following:

1) Assisting with planning of conference, seminars, and/or exhibits.
2) Coordinating schedules, reports, purchase card invoice and/or audio support for events.
Or
You must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
Or
You may qualify for this position at the GS-9 level because you have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent at the GS-09 grade level in the federal service. Specialized experience includes all of the following:
1. Planning conferences, seminars, and/or exhibits.
2. Coordinating schedules, reports, purchase card invoice and/ or audio support for events.
Or
You must have completed a PhD. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Or
To qualify for this position at the GS-11 level, you must have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Candidates for the GS-11 must possess one of the following: three full years of progressively higher level graduate education, Ph.D. or equivalent doctoral degree; or 1 year of specialized experience equivalent to at least GS-9 grade level in the federal service; or a combination of graduate education AND experience equivalent the next lower GS-9 grade level that meets 100% of the qualification requirements for this position.

Candidates for the GS-9 must possess one of the following:. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR 1 year of specialized experience equivalent to at least GS-7 grade level in the federal service; or a combination of graduate education AND experience equivalent the next lower GS-7 grade level that meets 100% of the qualification requirements for this position

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority, reinstatement eligible, non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.
