Duties

  • Serve as Modeling/ Simulation Divisions Chief Engineer/Scientist in the Advanced Technology Portfolio providing oversight of the technical aspects of both mission and customer funded programs.
  • Assist the Division Chief during customer engagements, identify and enable inter- and intra- Directorate collaborations, conduct technology planning, develop applicable roadmaps and programs, and review technical papers, presentations, and patents.
  • Respond to any white paper taskers assigned to the Division, develop SBIR/STTR topics, Technology Maturation Initiative (TMI) proposals, and applied research proposals in alignment with the Division mission.
  • Mentor technical employees and advocate for training and developmental opportunities for Division personnel.
  • Present briefings in multiple forums, both inside and outside the C5ISR Center; and advise leadership at the Demo Band 4 and 5 levels.
  • Engage with and develop MSD responses to Program Executive Office and Cross Functional Teams priorities and roadmaps, Division taskers, support NATO, DARPA, and other DoD agency or Service activities, and engage with industry and academia.

  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to an extended probationary period of three years. While probationary the incumbent can be terminated with limited appeal rights.

This is an Interdisciplinary Engineer Scientist position and may be filled by any of the disciplines. Qualified candidates must meet the Basic Requirement for the Interdisciplinary Engineer, General Physical Scientist, Physicist, Mathematician, or Computer Scientist position. In addition to meeting the Basic Requirement, applicants must have one year of specialized experience at the DB-03 (GS-13 grade level) or higher equivalency.
Specialized Experience is defined as one year of specialized experience equivalent to the DB-03 pay band (GS-13 level) in the Federal Service which includes leading complex applied research, advanced technology and/or engineering initiatives and programs; identifying courses of action; implementing organization initiatives; serving as a technical subject matter expert; and presenting technical briefings at the senior level.

For this position education is not permitted to be substituted for the lack of specialized experience.
Basic Education Requirement for an Engineer:
A. Degree in engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); (Transcripts are required)

OR

(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g)
any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Transcripts are required)

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by
one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. (Transcripts are required)
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. OR

Basic Education for a General Physical Scientist:
1. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Transcripts are required)

2. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. OR

Basic Education Requirement for a Physicist:
1. Degree: physics; or related degree that included at least 24 semester hours in physics. (Transcripts are required)

OR

2. Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. (Documentation is required. Transcripts are required)

OR

Basic Education Requirement for a Mathematician:
1. Degree in mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. OR

2. Combination of education and experience --courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in 1 above, plus appropriate experience or additional education. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. Basic Education Requirement for a Computer Scientist Degree:
Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

The incumbent will serve as the Modeling & Simulation Division's senior technical advisor for EO/IR sensor research, development and engineering support in the areas of modeling, analysis, simulation, integration, measurement, test, networking and interoperability of sensor systems and components. The incumbent will provide direct technical support to current and future Division initiatives and programs, and assist in
guiding and mentoring the technical staff.
