AmeriCorps recently launched Public Health AmeriCorps , a new partnership with the Centers for Disease Control and Prevention to support the recruitment, training, and development of a new generation of public health leaders who will be ready to respond to the nation's public health needs.

Public Health AmeriCorps will help vulnerable communities recover from COVID-19 and address broader public health needs. This exciting new partnership builds upon the expertise, best practices, and lessons learned from both existing AmeriCorps and CDC programs to support communities and also provide much-needed surge capacity for state and local public health agencies that continue to bear the burden of caring for a nation in crisis. AmeriCorps members will serve in support of in state, local, Tribal, and territorial public health agencies.

The incumbent will:

-Coordinate with management team to align business operations and the use of technology systems used by the Office of Monitoring to support the standardization of procedures for monitoring the AmeriCorps grant portfolio, including the application of data from the agency's grant recipient risk assessment module to inform the unit's monitoring selection methodology.
-Work with managers to ensure that business process outcomes are in harmony with AmeriCorps' strategic goals. Evaluate existing business processes, identify areas of improvements, and provides insight into where improvement is needed to enhance process and systems performance.
-Initiate, plan, and direct team to ensure that priorities are carried out in a timely manner.
-Technically assist team members with questions regarding applicable policy, procedures, and internal systems.
-Ensure systems and business processes support the unit's adherence to established federal records management and information management procedures.
-Serve as a principal information management specialist, responsible for providing technical and analytical advice to unit management and staff in matters to monitoring and compliance activity records management.
-Oversee the development of standard operating procedures and workflow diagrams to support training and guidance for Office of Monitoring system users.
-Facilitate standard operating procedures creation, communication, and clearance with management; Update procedural documents, as needed.
-Perform the full scope of supervisory duties for direct reports.
-Serve as necessary, as a Contracting Officer's Representative (COR).

  • A 2-year probationary period is required for new Federal employees and supervisors.

  • Satisfactory completion of a background investigation.
  • Must be telework ready. See the ADDITIONAL INFORMATION section for more details regarding the agency's current full-time telework status.


Qualifications

Applicants must have one year of specialized experience comparable in scope and responsibility to the mid-range of the NY-03 pay band, which would be at or equivalent to, the GS-12 level in the Federal Service. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes; providing a wide range of logistical and technical support; supervise and provide guidance and direction on technology development and maintenance; make decisions and recommendations that influence and affect internal standard business operating procedures; plan and direct team to ensure that priorities are carried out in a timely manner.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Such experience must be clearly documented in the applicant's resume.

Additional information

This American Rescue Plan (ARP) term appointment will not exceed September 30, 2024.

Term Employment: As a Term employee, you will not be covered be the agency's Interchange Agreement with the Office of Personnel Management, which allows for noncompetitive transfer from AmeriCorps to other agencies in the competitive service of the federal government.

COVID-19 Vaccination Requirements: As required by Executive Order 14043, all Federal employees are required to be fully vaccinated against COVID-19 no later than November 22, 2021, regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), and subject only to such exceptions as required by law. Therefore, even if you are selected for a position on or before November 22, 2021, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency. If you are selected, your offer letter will contain additional information regarding how to request a reasonable accommodation legally required exception from this requirement to the vaccination requirement based on medical or religious factors.

Expanded Telework Status Due to COVID-19: Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you will have the option to temporarily telework on a full-time basis, even if your home is located within the local commuting area of the duty station of your position. Once the agency implements its re-entry plan, you may be expected to report to the duty station listed on this announcement in the manner and frequency the agency deems appropriate. At this time, the agency is unable to confirm if an expanded telework policy or future remote work policy will be implemented.

Military Selective Service Act: If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
