  • Analyze and/or authorize peacetime and mobilization documents to support Headquarters, Department of the Army (HQDA), Deputy Chief of Staff, G3/5/7, Command Plan (CPLAN), Concept Plan, Out of Cycle (OOC) and other change management processes.
  • Assist, or serve as Division Lead for quality control and assurance.
  • Serve as Division lead of accurate documentation of organizational requirements and authorizations documents for assigned commands.
  • Analyze and/or document manpower, personnel and equipment requirements and authorizations.
  • Evaluate and/or apply organizational designs/models for organization.
  • Develop, implement, and/or enforce policies and procedures relevant to a variety of Army Force Management manpower and equipment documentation programs, projects and systems
  • Analyze, develop and/or maintain force documentation manpower and equipment requirements and authorizations for designated TDA, Joint Tables of Allowance (JTA), and Common Tables of Allowance (CTA) functional equipment documents.
  • Represent HQDA's Command Plan and documentation policy position at meetings and conferences
  • Provide personnel and equipment guidance specific to documentation.
  • Update and/or change equipment and manpower requirements and authorizations IAW equipment and manpower authorization criteria, allocation/staffing guides, manpower staffing standard survey reports, budget guidance, and HQDA guidance.
  • Analyze and/or adjust HQDA (Headquarters, Department of the Army) directed manpower and equipment allocations and documentation actions.
  • Manage the equipment life cycle process for both HQDA managed and non-HQDA managed line items, with expert knowledge of HQDAs Equipment Review Validation Board process and USAFMSA automated equipment system documentation processes.
  • Manage equipment and mobilization documentation and requests for an Army command.
  • Operate the automated TDA application within the Force Management System (FMS), FMSWeb system, and MS Office products to develop the reports required to conduct detailed development and analysis of an organizations documentation actions.
  • Manage, review, analyze, and apply equipment using the FMSWeb 4610-R Tool and the FMS TDA application
  • Functional and technical experience with Army Organization Server (AOS) application processes and data inputs. Familiar with Army Enterprise Resource Planning (ERP) systems .
  • Define functional requirements and conduct user testing of software to include data operations, business processes efficiencies, and Army Force Development documentation regulations.
  • Analyze and develop functional solutions to support the development of integrated software applications across multiple Army staff functions to include the AOS, FMS, SAMAS, and consumers of G-3/5/7 Enterprise data.
  • Conduct data quality control and quality assurance ICW data migration between FMS, AOS, and IPPS-A to support multiple data inputs and validation processes and resolve data validation errors based on consumer reports and automation process reports.
  • Develop data analytics and research products based on Force Management documentation policies and consumer reports.

Specialized experience for GS 12 level requires: which includes at least one year analyzing, developing, and providing advice in the development and maintenance of technical manpower documents, utilizing manpower automated systems, and providing assistance to ensure standardization throughout the organization.

Specialized experience for GS 13 level requires: one year of specialized experience equivalent to the GS-12 level in the Federal service which includes experience in force documentation, analytical/evaluative methods, and a general understanding of manpower and material requirements and authorizations.
