Duties

The Supervisory Staff Assistant exercises responsibility for a variety of confidential and administrative duties, including:
  • Establishes, directs and oversees all management and administrative functions of the immediate Office of the Solicitor.
  • Participates actively with the executive and his/her key staff in significant management planning, policy and decision-making sessions.
  • Develops short and long-range plans for the administrative operations of the SOL Immediate Office.
  • Directly supervise the management support staff in the SOL Immediate Office. Assigns and reviews work of the subordinates to ensure completeness, sound judgment, and compliance with established policies, practices and procedures of the Department.
  • Develops or assists in the development of courses or plans of action for accomplishing such assignments.
  • Directs the development of briefing information for the Agency Head on evolving issues of concerns.

You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states:

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Notification Concerning COVID-19 Vaccinations. As required by Executive Order 14043 , Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

GS-12, Applicants who meet at least one of the following may qualify for positions at this grade level:

52 weeks of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Specialized experience is defined as in-dept experience working to meet an organization's mission and functions; and the interrelationships among the external and internal clients experience serving as an expert in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of the administrative support program effectiveness or the improvement of complex administrative management processes and systems; experience with a range of administrative laws, policies, regulations, and precedents applicable to the administration of the office; and experience with an organization's program operations, objectives, policies, procedures, directives, manuals, etc.

There is no educational substitution at GS-12 level.
