Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Offshore Regulatory Programs in Sterling, VA.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Lead, coordinate, communicate, integrate, and accountable for the cybersecurity program's overall success, ensuring alignment with agency or enterprise priorities.
2. Develop and maintain cybersecurity program plans, strategy, and policy to support and align with organizational cybersecurity initiatives and regulatory compliance.
3. Provide advice, guidance, and recommendations to management on critical cyber operational issues and making decisions or recommendations that significantly influence important bureau and departmental policies or programs.
4. Lead and participate in meetings and working groups with internal and external stakeholders to advance program activities and convey bureau stances.
5. Lead program studies and evaluate analytical products, in collaboration with counterpart technical experts, or in collaboration with intelligence and federal community partners.
6. Responsible for the quality and timeliness of analytical production efforts, to include: the technical review of work to analyze and interpret critical infrastructure vulnerability, consequence and risk data and information.
7. Documenting and communicating complex technical and programmatic information to inform, advocate, defend, clarify, and justify a recommended course of action.
8. Evaluate program to determine progress against long-range plans and determine necessary personnel, funding, and other resource adjustments.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience:
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Leading and directing cybersecurity program activities; 2) Applying theories, principles, practices, and technical assessment of critical energy infrastructure related to cybersecurity. MUST MEET BOTH SPECIALIZED EXPERIENCE STATEMENTS.

Please Note: Applicants must be able to obtain and maintain a Top Secret/SCI clearance. Already holding a Top Secret/SCI clearance is desired, but not required.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
