Duties

GS-11: The incumbent serves in a developmental capacity at the GS-11 level. Key functions will be similar to those described at the full performance level of the target position.

GS-12: The following duties will be performed:
  • Performs complex studies and research assignments related to economic programs, functions, and principles and interprets relationships incorporating economic factors, which cut across all sectors of the economy.
  • Conducts research and investigation to solve unusual economic problems connected with assigned components and methods. Researches products, industries, and data and uses the information in analysis contributing to an understanding of economic movement or improvement of methods.
  • Plans projects, collects, and analyzes relevant data, and performs surveys as needed by collecting detailed economic data from primary sources.
  • Analyzes complex and extensive data using mathematical models, statistical techniques, and/or relevant software or systems.
  • Solves complex economic problems and draws rational inferences based on research findings.
  • Prepares and delivers talks or lectures on the operation of economics to stakeholders, customers, and other appropriate audiences.
  • Provides data analysis and national programmatic, policy, and procedural guidance and direction on all aspects of economics program function(s).

Qualifications

Basic Requirements

  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR
  • Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

  • In addition to meting the basic entry qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:

    GS-11: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-09, in the Federal Service.

    At this level, Specialized Experience is defined as:
    • Demonstrating professional knowledge and skill in the field of economics that is adaptable to regulatory cost benefit analysis.
    • Ability to complete assignments following established procedures. Assignments include reviewing, tabulating and processing data from statistical surveys, reports and databases; conducting economic research, retrieving economic information from various sources; preparing spreadsheets, charts and tables using accepted applications including statistical software, OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

    The incumbent is expected to do the following:
    • Be able to adapt prior statistical software skills to tools provided by the agency.
    • Establish and maintain cooperative working relationships with staff within the Agency.

    GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service.

    At this level, Specialized Experience is defined as:
    • Demonstrated professional knowledge and skill in the field of economics. The position requires some independence in the application of economic theory to the production of regulatory analysis and the completion of individual assignments. In addition to theory, the analysis includes specific requirements driven by legislation, Executive Orders, and other guidance. The assignments include reviewing, tabulating and processing data from statistical surveys, reports and databases; conducting economic research, retrieving economic information from various sources; preparing spreadsheets, charts and tables using accepted applications.
    • Skill in oral and written communication skills sufficient to articulate policy recommendations and supporting arguments clearly and concisely.

    The incumbent is expected to do the following:
    • Be able to adapt prior statistical software skills to tools provided by the agency.
    • Establish and maintain cooperative working relationships with staff within the Agency.
