Duties

This position is located in the Library of Congress' Federal Library and Information Network (FEDLINK). The Federal Library and Information Network (FEDLINK) is an organization of federal agencies working together to achieve optimum use of the resources and facilities of federal libraries and information centers by promoting common services, coordinating and sharing available resources, and providing continuing professional education for federal library and information staff. FEDLINK serves as a forum for discussion of the policies, programs, procedures and technologies that affect federal libraries and the information services they provide to their agencies, to the Congress, the federal courts and the American people. FEDLINK serves federal libraries and information centers as their purchasing, training and resource-sharing consortium under its authority as a Library of Congress revolving fund. The position will report to the Financial Manager of FEDLINK. The position is responsible for performing technical duties with the FEDLINK Fiscal Operations section. The position will interface with FEDLINK members including federal library managers, financial representatives and/or federal agency administrators regarding terms and conditions of the interagency agreements, account balances, and provide guidance and direction to member agencies regarding accounting and contracting policies and procedures. The position will interact with FEDLINK vendors concerning billing and change of address.

Prepares and/or assists in the preparation of the annual services registration forms, and all other forms/memoranda related to FEDLINK Fiscal Operations. Receives, validates and processes member service requests involving new members and renewal registration. Communicates and coordinates with FEDLINK members for correct agency name and address information.

Receives and posts services registration data into FEDLINK's Information Tool (FIT) generating interagency agreements (IAAs). Prepares packages of the unsigned IAA(s), IAA instructions, and member checklists. Verifies purchase order information, fund citation, appropriation numbers and any documentation in accordance with rules specified by FEDLINK. Creates documents in Momentum, the Legislative Branch Financial Management System with required supporting documentation specified by rules and regulations as noted above; and maintains member accounts by processing IAA amendment requests for current and prior fiscal years. Processes amendments that include adding funds, add service, money moves, refunds, terminations and cancellations.

As instructed, performs a variety of accounting and clerical duties and assist the FEDLINK Financial Manager. Works with any unprocessed invoices, rejected invoices, vendor for amounts of any deficits, and unissued invoices. Works with FEDLINK's contracts team for funding status. Checks the billed report to ascertain the payment of IAAs. Completes follow up activity for accounts receivables each month from the previous month's reports. Reviews member accounts to ensure that modifications to interagency agreements are valid, and account balances are sufficient to approve transactions. Ensures that decreases of funding for interagency agreement modifications are processed timely. Communicates and coordinates with member agencies to resolve all discrepancies and unapproved transactions. Produces administrative IAA adjustments to correct internal errors. Initiates FEDLINK billing documents for member agencies using FEDLINK services. Follows up to ensure that outstanding bills are collected and properly closed in the LC financial system (Momentum). Maintains outstanding receivable reports for all outstanding receivables. Communicate with member agencies to ensure transactions are processed efficiently and timely. Ensures that interagency agreements are signed and returned to facilitate delivery of FEDLINK services.

As instructed, performs technical accounting functions for IAA activities to include following up on the status of all generated IAAs through the use of the FEDLINK's accounting system. Maintains the services registration/agreement files; and information tracking to assist with the annual reconciliation of members' service accounts. Interacts with FSD regarding the disposition of fiscal paperwork, status of agreements and funds transfers; Respond to member inquiries in a timely manner. Provides backup to the FEDLINK Hotline as needed.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

This position is not eligible for permanent remote telework.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). At this time, booster shots are not necessary to be considered fully vaccinated.

Upon request, employees must provide proof of vaccination to the Health Services Division.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of accounting regulations, practices, policies, and procedures.**

Ability to perform a range of invoice processing tasks and functions.**

Ability to utilize automation software applications.

Ability to provide customer service.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
