Every day, our 22,000 employees do the cant be done, solving the most daunting challenges facing our customers.ResponsibilitiesPeraton is currently looking for a Software Applications Manager (SAM) for a 400+ FTE Defense Agency contract with an approximate value of $900M. This position is located in Chantilly, VA. This contract employs IT infrastructure and enterprise professionals, engineers, technicians, and software specialists in distributed CONUS locations in support of some 12,000 users performing a critical national security mission. This position is contingent upon contract award.The Software Applications Manager will provide application sustainment and O&M support for all DCSAs planned and existing portfolio of applications. These sustainment efforts will involve early engagement with the development teams and close coordination throughout the project lifecycles to ensure successful transition into the O&M environment. All application code changes, or software upgrades will undergo formal DCSA Independent Verification and Validation (IV&V) testingIn execution of these requirements, the SAM will support and sustain an applications environment that must meet changing strategic goals and priorities as well as demands for new capabilities that support the DCSA mission. The SAM will lead the software applications team providing the expertise, best practices, and agility to operate and maintain the constant changes and evolution of the enterprise IT software environment. The SAM will work with all parts of DCSA, including other third-party contractors, to assess, sustain, update, and improve DCSAs software-driven operations. The SAM will maintain full systems operational awareness and relevant performance metrics. The SAM will leverage the TO Portal to improve situational awareness and facilitate DCSAs requirements for proactively managing and monitoring activities surrounding core business operations.The Software Applications Manager will be the senior software manager for the contract, responsible for the operation, maintenance, and sustainment of the enterprise applications software portfolio which encompasses all software system support areas for DCSA across more than 50 manned and unmanned locations. The SAM will have direct oversight of software personnel at operational facilities to include the DCSA Headquarters at Quantico VA and smaller distributed locations across CONUS. In addition to daily operations, the SAM will continue to evolve the software environment, including integration of new requirements, implementing best practice processes and procedures and consolidating tools. The SAM will lead IT applications management operations in support of all customers across all mission areas.Among other things, oversight responsibilities and tasks will include:Complete lifecycle support for all DCSA infrastructure software, including testing, O&M, information assurance, and final disposition of software components.Performance of Agile-based or iterative development activities to allow for frequent delivery of application changesGeneration of various software reports, including: Software Code/Software Code Integration; Release Summary Report; System Architecture/Design Docs with process flow diagrams; Technical Requirements Documentation; Requirements Traceability Matrix; Network Typology; Installation/User Guide; Risk Management Framework (RMF) Compliance Documentation; Deployment Plan; Data Dictionary with Meta-data Mapping (Schema)Develop, test, and deploy software packages, security updates, and operating systems for mass desktop software installationPerform application upgrades and maintenance (eg, adaptive, preventive, corrective, and bug fixes). Ensure software maintenance is performed in accordance with warranty and licensing agreements and timely LCMs.Perform timely software patches in accordance with DoD mandates to maintain current DoD complianceUse industry best practices and methodologies in testing and document results in a Test Report that identifies resolved and outstanding test findings and serves as an input into the formal IV&V testing, which is performed by a third-party contractorProvide automated software deployment supportSupport deployment of virtual capabilities and supporting software, including VMWare vSphere, Citrix Xen, and MS Hyper-V platformsManage, configure, implement a wide variety of branded software packages used within DCSA (brands may change or vary, but like technology)Assist DCSA with the management of the NBIS legacy mainframe hardware and software development, operations, and maintenance. Research, plan, document, review, and implement technical support in the broad range of maintenance and utilization of software with an emphasis on installed IBM z/OS DREvaluate software configuration and implementation to ensure compliance with DoD Security Plans, NIST families of controls, Federal Information Processing Standards (FIPS) for computer security, and DoD security directivesTrack and manage all third-party software licensing support by maintaining a 100 percent accountability of all software assets.Mentoring staff and providing clear goals and objectives for career progressionSupporting the development of analytical procedures to meet changing requirements, and continuing evolution towards superior quality software applicationsWorking closely with Business Operations and project PMs to define enhanced operational support needs, continuous improvement, and meaningful customer-centric innovation.QualificationsRequired Qualifications:Requires BA/BS with 15 years of experience relevant to software development, testing operations and sustainment.Demonstrated experience providing applications software SME support.Experience managing distributed teams exceeding 30 FTEs and supporting remote users in 3 or more dispersed locations.Ability to write and verbally communicate software methodologies and risk-related concepts to all audiences.Strong problem-solving and analytical skills and demonstrated ability to act calmly and competently in high-pressure, high-stress situations.Experience interacting with and / or briefing Senior or SES level customers.Strong interpersonal and networking skills.Demonstrated track record of competency with experience including cybersecurity, information security technologies, Cloud, and SDN.An active TS clearance with eligibility for SCI.Possess a minimum of ten years of experience with data modeling, data engineering, feature engineering, data access, application development, model LCM, and cloud infrastructure.Possess a minimum of five years of experience with the Software Development Lifecycle (SDLC) and agile software development practices.Possess a minimum of five years of experience with data visualization packages in Python or similar programming languages.Possess a minimum of five years of experience engaging multiple stakeholders from industry to rapidly advance software-as-a-service development and support.Preferred Qualifications:Experience supporting the DCSA, predecessor organizations, DISA, or DoD enterprise IT operationsDemonstrated experience in analysis, development, and implementation of software and technical solutions.Experience implementing process improvements or automations within an IT enterprise, desktop engineering, or unified communications environmentITIL v3/v4 Foundation or higherISO 9001 or similar quality systems experienceExpert familiarity with both Remedy and ServiceNow ITSM systems
