Works within the Stormwater Infrastructure Branch and is manages flood mitigation projects, stormwater maintenance/construction projects that improve county maintained infrastructure, the design and implementation of stormwater improvement projects, stormwater pipelines and appurtenances and other stormwater water quality projects. The work includes coordinating projects with state and county agencies; coordination, meetings and presentations with resident groups, various stakeholders, and the Board of Supervisors; performing design analysis and review; completing cost benefit analysis; project prioritization; negotiation and preparation of bid/contract documents; and construction project management.

Other duties include:
  • Serves as a mentor to other professional and paraprofessional team members.
  • Leads and develops project scope, schedule, estimates, contracts, designs, permits, stakeholder outreach, correspondence, and construction management.
  • Negotiates and administers engineering service contracts.
  • Performs engineering analysis, research, and project management for stormwater capital projects.
  • Ensures construction documents, and work products conform to applicable local, state, and federal requirements.
  • Provides quality control and quality assurance for all assigned work.
  • Promotes safety awareness and enforces safety procedures.
  • Participates in the development and implementation of an annual work plan and budget.
  • Coordinates interagency programs, responds to resident inquiries, and builds consensus with stakeholders.
  • Communicates matters with residents and stakeholders, both orally and in writing.
  • As a professional engineer, may be required to seal and sign engineering work.

Note: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • Valid Virginia Professional Engineer or Architect license.
  • DEQ Stormwater Management Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • VDOT Work Zone Traffic Control Certification (Intermediate) within 18 months of hire.
  • NASSCO PACP certification required within 12 months of hire.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
Experience leading diverse groups of professional, technical and field staff in public infrastructure management including design, construction, and maintenance. Effective team leadership and program/project management skills. Experience with contract management. Knowledge and experience designing stormwater drainage systems. Experience managing teams in the implementation of stormwater or environmental projects. Contract and budget management experience. Knowledge and experience with scoping, preparing and/or reviewing hydrologic and hydraulic analysis, erosion & sediment control design, and stormwater management design. Excellent oral and written communication skills.

PHYSICAL REQUIREMENTS:
Ability to operate a motor vehicle to drive to/from job sites, off-site meetings, training and/or conferences. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, emergency retrieval systems and atmospheric monitoring systems. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity and ability to walk/traverse rough, icy, broken terrain, go up and down steep hills, slopes and steps at a sustained rate.
Ability to perform field investigation on storm drainage systems, storm structures, floodproofing, channel restoration, roadway improvement, trail and pond construction and improvement or maintenance projects, etc. Ability to lift/slide up to 90 pounds with assistance. Ability to work in hot and cold temperatures. All duties performed with or without reasonable accommodations.
