Overview statement of position duties Under the Supervision of a Supervising Combination Inspector, inspects residential structures, and non-structural elements of commercial structures. Examines and evaluates building, plumbing, electrical, and mechanical systems in residential and commercial structures for conformance with the Virginia uniform statewide building code (VUSBC). Prepares documentation related to the outcome of inspections and records inspection results in county database. Investigates complaints related to new construction and existing structures. Communicates regulations to contractors, developers, architects, engineers, and citizens. Maintains mandatory licenses/certifications and technical proficiency in building, plumbing, electrical, and mechanical codes and systems. Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences.

Note: This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

Employment Standards


Any combination of education, experience, and training equivalent to the following: graduation from high school or a GED issued by a state department of education; and four years of residential construction and/or inspection experience for positions assigned to residential inspections or four years of commercial construction and/or inspection experience for positions assigned to commercial inspections.

Inspection experience with a concentration in either commercial construction or residential one- and two-family dwellings.

Knowledge of the Uniform Statewide Building Code.

Experience reading and interpreting commercial or residential building construction documents and plans.

Ability to enter detailed data into a tablet or computer.

Experience organizing and conducting training classes.

Effective oral and written communication skills.

Exceptional customer service skills or public contact experience.

Experience setting-up and conducting virtual meetings on multiple platforms.

Possession of a valid motor vehicle driver's license.

For positions assigned as Commercial Inspectors, certification by the Virginia Department of Housing and Community Development (VDHCD), the following certifications are required within 18 months of appointment:

VDHCD Commercial Building Inspector
VDHCD Commercial Electrical Inspector
VDHCD Commercial Mechanical Inspector
VDHCD Commercial Plumbing Inspector

For positions assigned as Residential Inspectors, certification by the Virginia Department of Housing and Community Development (VDHCD), the following certifications are required within 18 months of appointment:

VDHCD Residential Building Inspector
VDHCD Residential Electrical Inspector
VDHCD Residential Mechanical Inspector
VDHCD Residential Plumbing Inspector


The appointee to this position will be required to complete a criminal background check, a driving records check, and pre-employment medical evaluation to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. Ability to lift up to 50 pounds with assistance. Ability to operate keyboard-driven equipment. Ability to distinguish colors of wiring. Ability to work in adverse weather. Ability to climb step ladders and ladders up to 40 feet with required safety equipment. Ability to crawl, crouch, stoop and work in uncomfortable conditions. Ability to walk/traverse through and over various terrain. Ability to climb multiple levels of stairs. Ability to reach with arms extended above the head. Ability to go up and down steep inclines. Ability to walk and adequately maneuver in an outside/inside environment. All duties performed with or without reasonable accommodations.

A panel interview, may include a practical exercise.
