Duties

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, National Targeting Center - National Vetting Center in Sterling, VA.

Law enforcement positions are expected to report to their duty station on a daily basis. However, due to COVID-19, some positions in CBP are currently in an expanded telework posture. If selected, and you are given on an entrance on duty date you will be provided additional information on the reporting requirements of your position.

Joining the Customs and Border Protection, Office of Field Operations, will allow you to use your expertise in security to provide advisory and technical services to CBP management. This position starts at a salary of $103,690.00 (GS-13, Step 1) to $134,798.00 (GS-13, Step 10) with promotion potential to $134,798.00 (GS-13, Step 10).

In this position, you will be serving as a Security Specialist to oversee the implementation of programs and policies related to Personnel Security, COMSEC, Facilities and Emergency Preparedness. Typical work assignments include:
  • Independently planning, scheduling, coordinating, carrying out, and monitoring the effectiveness of personnel and/or physical security program operations.
  • Assessing and correcting physical security issues at all facilities based on threat analysis and risk assessments.
  • Coordinating improvements and measures for the protection of government property and facilities and, when necessary, assisting in investigations.
  • Serving as a program coordinator for major facility and technical projects within the assigned Area of Responsibility (AOR) of a Field Office which impacts operational readiness, safety, and security of facilities and technical systems which affect CBP, other Federal agencies, private entities, and the general public.
  • Providing advice, assistance, and guidance to supervisors, managers, and employees on complex and sensitive security issues.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Independently applying a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems;
  • Planning, scheduling, coordinating, and carrying out personnel and/or physical security program operations, and making extensive independent technical judgements concerning the interpretation and implementation of existing security policy;
  • Serving as communications security (COMSEC) manager and safeguarding, accounting for, and destructing secret COMSEC material when necessary;
  • Developing and/or implementing procedures and practices to cover multiple security objectives and identifying and resolving security issues;
  • Coordinating all security clearances for the organization and providing security clearance briefings and debriefings.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/03/2021.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Security Clearance: You will be required to obtain a Top Secret/Sensitive Compartmentalized Information level clearance for this position.
