Duties

• Manage a segment of a major test and evaluation program characterized by the requirement for novel plans and/or development of unique solutions for Cyber and Electromagnetic Activities (CEMA).
• Develop and defend budgetary requirements for current and long-range CEMA programs and training.
• Delegate responsibility for the detailed planning, analysis, and evaluation of individual investigations and projects to subordinate Branch Chiefs.
• Give advice, counsel, or instructions to employees on both work and administrative matters.
• Provide technical advice at Army Test and Evaluation Command (ATEC), Army Materiel Command (AMC) and Department of the Army (DA) levels on matters related to Army materiel development.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
• This position requires you to submit a Public Financial Disclosure Report (OGE 278e) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• This position is subject to a Temporary Duty or business travel requirement of 20% or less of the time.
• A one-year supervisory probationary period is required if the selectee has not previously met this requirement.
• This position has been designated as Mission-Critical Emergency Employee for continuity of Government Operations (COOP). During periods of contingency operations you may be required to work overtime, or perform work at another duty location.
• Position requires incumbent meet Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to assigned duties, to include continuous technical and leadership training.
• Position requires incumbent be Level III certified in the acquisition career field of Test and Evaluation at time of appointment; possess a waiver; or, be able to obtain certification within 24 months.
• Position requires incumbent be an Acquisition Corps member at time of appointment; or possess a waiver.
• This is a Critical Acquisition Position. Selectee must execute a written agreement to remain in Federal service in the position for at least three years.

In order to qualify, you must meet the education and experience requirements described below. In addition to meeting the Basic Requirement above, to qualify for this position you must also meet the qualification requirement listed below:

Specialized Experience is defined as: 1) Expertise conducting tests of military equipment, such as ground and amphibious vehicle testing and subsystems, weapons and ammunition of all calibers, fire control systems, and/or general equipment; 2) Expertise developing/improving methodologies for cyber or electromagnetic systems; 3) Experience supervising professional and nonprofessional personnel engaged in test and evaluation projects/functional areas; and 4) Expertise formulating technical program proposals utilizing knowledge of Test and Evaluation principals, practices, methods, and techniques.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-12/GS-13).

Basic Education Requirement for Engineering-0800 series:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.

4. Related Curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).

Basic Education Requirement for Physicist-1310 series:
A. Degree: Bachelor's degree (or higher degree) in physics, or related degree that included at least 24 semester hours in physics. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

B. Combination of Education and Experience: Courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. The courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

Basic Education Requirement for Mathematician-1520 series:
A. Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. My total course work includes differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

OR

Combination of Education and Experience: College-level courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), plus appropriate experience or additional education. Your total course work includes differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Education for Computer Scientist-1550 series:
A. Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

• The NH-04 band is equal to the GS-14 step 1 through GS-15 step 10. This position is subject to the NH-04 Division Chief / Division Chief equivalent control point of the ATEC Control Point Policy at $172,500 per year (Includes locality pay).
