This position is located in the Office of Accident Investigation and Prevention (AVP) within the FAA's Office of Aviation Safety (AVS).

The incumbent provides leadership and direction for such programs as the Commercial Aviation Safety Team (CAST), the Aviation Safety Information Analysis and Sharing (ASIAS) program and assists the AVP Director, other government bodies, professional and academic organizations, industry and individuals on government and industry collaborative safety initiatives, data sharing safety programs based on causal analysis, vulnerability discovery, and prognostic analytical capabilities. The incumbent plans, promotes, and coordinates strategic activities that enables the CAST and ASIAS programs, and other similar programs, to achieve their goals on reducing the fatality risk in the National Airspace System (NAS) through leveraging proactive safety monitoring, and the identification of precursors through vulnerability analysis and implementation of proactive mitigation strategies.

Supports the Joint Implementation Data Analysis Team's (JIMDAT) industry and government co-chairs, in its mission to monitor and prioritize the CAST safety portfolio, and analyze the implementation and effectiveness of CAST safety enhancements (SEs). The incumbent leads technical groups that consist of FAA staff members, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and airports to monitor CAST safety metrics, identify future safety threats and areas of study, conduct causal analysis, and develop SEs for newly identified safety threats as appropriate. The incumbent leads information sharing initiatives between ASIAS, CAST, and International Civil Aviation Office (ICAO) Safety Regional Safety Teams to promote and facilitate voluntary collection and sharing of safety information, and help entities address legal organizational barriers that discourage the collection and sharing of safety information. The incumbent prepares and provides technical support for the JIMDAT Co­ chairs, CAST Executive Committee and CAST members, including technical briefings for senior members of government and industry, review of materials for CAST meetings, managing CAST safety plans, CAST accident event sequences, SE effectiveness scoring and CAST portal information and training/outreach. As support to the co-chairs of the JIMDAT, ensures coordination of JIMDAT activities with the ASIAS Issue Analysis Team (IAT) tri-chairs, air carrier safety offices, and international safety organizations on key safety risk areas and mitigation strategies.

Supports the IAT tri-chairs in its mission to monitor and prioritize the safety analysis for commercial operations, to identify future safety threats, and guide the causal analysis for newly identified safety threats as appropriate and manage the production of CAST safety metrics. The incumbent prepares and provides technical support for the ASIAS executive board and ASIAS members, including executive summaries and briefings for senior executives of government and industry. The incumbent coordinates ASIAS safety analysis with air carrier safety offices and CAST.

Assignments vary in scope and duration and may be broad or specialized in scope, and involve any or all aspects of aviation safety and the Agency's relations with the aviation industry, other departments of government, or foreign governments. Represents AVS/AVP on committees, panels, and meetings dealing with CAST and ASIAS matters. This involves participation with executives and technical experts from both government and industry. Produces status updates on CAST- and ASIAS-related activities, to ensure the Associate Administrator for Aviation Safety and the AVP Director are prepared for decisions in the CAST and ASIAS Executive Board meetings.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience in leading aviation joint industry/government safety teams/initiatives. Experience in identification and evaluation of trends or developments in aviation safety programs using advanced analytic and data visualization methods and programs. Experience in leading key safety strategic initiatives for the FAA that have had a significant impact on advancing aviation safety in the National Airspace System.
