Duties

As Strategic Resource Advisor you will be responsible for:
  • Advising on best practices in the federal government for budget formulation, budget execution, and fiscal law activities providing guidance, options, and, where necessary, specific operational procedures designed Management and Budget (OMB), and DHS guidance.
  • Identifying potential problem areas and gaps in the ICE budget processes and develops short and long-range plans to address alignment of resources to the ICE strategy to ensure goals and objectives are met.
  • Presenting, justifying, defending, or adjudicating matters involving significant issues related to budget policies and other financial management regulations.
  • In conjunction with OCFO senior executive leadership, developing and implementing measurable strategic goals and objectives.
  • Working with the CFO and OCFO senior executive leadership regarding the assessment and development of ICE-wide budget analyses methods, techniques, and processes.
  • Developing and implementing assessment plans to review existing OCFO policies and procedures to ensure OCFO policies are in compliance with applicable laws, regulations, and DHS policies and procedures.
  • Preparing correspondence involving controversial matters or requiring coordination and/or approval of senior officials, assuring that all material is clear and concise, providing information and guidance to all levels of ICE management, and satisfying their needs and interests concerning budgetary or other financial matters.
  • Providing senior level advisory and consultative services in talent acquisition, the development of tools for succession planning, and the development of robust performance management strategies.
  • Carrying out highly complex and sensitive key CFO initiatives in support of OCFO's goals and objectives.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SL.

Incumbents of this position will be subject to a background investigation commensurate with risk and sensitivity level of the position.

Qualifications

(1) BASIC QUALIFICATIONS:

To qualify for the SL-00 grade level, applicants must possess one year of specialized experience equivalent to the GS-15 level in federal service or comparable in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience is defined as identifying and championing strategic resource recommendations; spearheading innovative solutions to budget and resource challenges; guiding and instilling fiscal prudence across all lines of business to optimize resources in a constrained environment; providing OCFO and ICE-wide senior level policy advisory services; and assisting the CFO and his or her senior executive management team by ensuring consistent and legal compliance with all legal, regulatory, and policy requirements through advanced advisory and consultative services.

Determining length of General or Specialized Experience is dependent on the above information and failure to provide the above information may result in a finding of ineligible.

(2) TECHNICAL QUALIFICATIONS - Mandatory
  • Demonstrates mastery knowledge of, and skill in applying, advanced principles, concepts, laws, and regulations of the federal budget process and financial administration where there are uncertainties in legislation, authorities, and scope of programs.
  • Demonstrated ability to provide senior level expert advisory and consultative services to senior executive level leadership regarding the full spectrum of ICE-wide and DHS program, budget and financial services and systems to include policy interpretation, development, and implementation.
  • (3) Political Appointee Employee Verification: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office."

    Additional information

    As required by Executive Order 14043, federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.
