Duties

  • Serves as a senior program manager and recognized authority/advisor to the Directorate Head and the Deputy Assistant Secretary of the Army, Defense Exports and Cooperation in the area of Security Cooperation/Security Assistance training.
  • Writes papers and briefings on training policy issues for Army Security Assistance Enterprise (ASAE) leadership.
  • Provides expert advice and assistance regarding the training component of Foreign Military Sales cases.
  • Staffs Combatant Command (CCMD)-validated requests for approval through various HQDA staff offices for training support from Security Cooperation Offices.
  • Provides policy decisions regarding requests for exemptions to Army policy and issues for which no clear policy exists.
  • Analyzes and interprets Department of State (DOS), Department of Defense (DoD), OASA (ALT), and Headquarters, Department of Army (HQDA) policy and guidance to develop, staff, and promulgate Army Security Assistance training initiatives and policy.

  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 3 in the Acquisition Career Field Program Management within 24 months of entrance on duty.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Analyzing Executive level policy and guidance to formulate Security Cooperation/Assistance training-related initiatives and policy; 2) Providing technical and policy guidance to Security Cooperation/Security Assistance activities and personnel; 3) Drafting and reviewing executive level correspondence such as information papers, decision papers, and policy guidance; AND 4) Conducting coordination for the integration, funding and execution of international training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

Situational telework is sometimes also referred to as episodic, intermittent, unscheduled, or ad-hoc telework.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
