Duties

  • Serves as an Army Acquisition expert, consultant and principle focal point for planning and developing policy initiatives for programs or issues with national or international scope and impact.
  • Conducts strategic analysis regarding the relationships between statutory requirements, federal regulations, and DoD and Army policies to advise on policy development and acquisition reform efforts.
  • Provides analytical analysis, and support to the Deputy Assistant Secretary of the Army (Strategy and Acquisition Reform) (DASA [SAR])s efforts to systemically transform the Acquisition System.
  • Identifies lines of effort that can be pursued by the Army, and those requiring coordination or collaboration with DoD and Congress.

  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in the Acquisition Career Field Program Management within 24 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Conducting strategic analysis regarding the relationships between statutory requirements, regulations, and policies to advise on policy development and acquisition reform efforts; 2) Developing and negotiating acquisition reform initiatives or other acquisition related projects; and 3) Analyzing, coordinating, and recommending proposals and revisions to policies, and initiatives of concern within the acquisition enterprise. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).

Education

  • This is an Army Acquisition Workforce position.   • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
