The incumbent serves as the Lead Human Resources Specialist for the Staffing Services Team in the Talent Planning and Acquisition (TPA) Division in the Human Capital Directorate (HCD). The incumbent reports to the Chief, Talent Planning and Acquisition and oversees a team of HR specialists and assistants responsible for administering the Library's Merit Selection Plan and related process and procedures. As a Lead HR Specialist, the incumbent provides a wide range of recruitment and placement work, technical, quality control and assurance, and advisory services to all offices/service units of the Library. The incumbent also provides guidance and oversight to HR specialists and assistants on recruitment, examination and selection processes and procedures.

The incumbent establishes and maintains effective working relationships with management and personnel throughout the Library, other federal, state and local agencies, and with the private sector organizations to ensure all program needs and requirements are completed. Additionally, the incumbent keeps abreast of new and improved developments within the area of responsibility.

Serves as a Team Leader and ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products
and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.

Demonstrates and conducts work performance critiques. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks. Ensures all team members are aware of and participate in planning for achievement of team goals and objectives.

The incumbent advises top management and supervisors on levels of recruitment, examination and selection processes; researches the best practices regarding recruitment methods and policies in both the Federal and private sectors, assessing the applicability to the organization's short and long-term strategic goals; and provides input on plans to develop new or revised recruitment programs and policies. The incumbent forecasts long and short-range staffing requirements and develops recruitment strategies to fill positions; participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, and other issues impacting recruitment programs; assists in the coordination and implementation of an internal recruitment program designed to meet the staffing needs of the organization and one that is responsive to dynamic changes in mission and business practices brought on by complicating factors such as, downsizing, technological advances, and competition in the labor market.

Develops, recommends, and administers quality control processes to ensure Staffing Services products and services are consistent with Library regulations, the Library's Merit Selection Plan, policies, established standards, customer expectations, and Library goals. Incumbent provides technical oversight of work performed by specialists and assistants via the application of quality control and quality assurance processes, tools, and practices.

Establishes and maintains effective relationships with managers at all levels providing advice and guidance concerning staffing plans, recruitment and placement, and related issues.
Reviews new Library regulations and directives; Office of Personnel Management (OPM) directives; federal regulations; and other relevant decisions and rulings, to determine the impact on the Library of Congress.

This position is not eligible for permanent remote telework.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, non-bargaining unit position.

Library employees must be fully vaccinated by Monday, January 3, 2022. New hires must be fully vaccinated by the date of their appointment.

Employees are considered fully vaccinated when it has been at least two weeks since they received the second dose of a two-dose COVID-19 vaccine (e.g., Pfizer/BioNTech or Moderna) or the single dose of a one-dose vaccine (e.g., Johnson & Johnson/Janssen). Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
