Duties

The Assisted Acquisition Service (AAS) program offers customized, acquisition, project management and financial management services for Information Technology (IT) and Professional Services solutions.

The incumbent operates as an Assisted Acquisition Project Manager that guides federal agency clients in the procurement process.

Duties include, but are not limited to:
  • Building and finalizing statement of works, independent government cost estimates, acquisition plans;
  • Proactively managing project timelines while mitigating project risks and managing and tracking funding;
  • Communicating with project teams and clients on requirements;
  • Providing expertise and guidance on using Multiple Award Schedule and Indefinite Delivery Indefinite Quantity (IDIQ), such as Government-Wide Acquisition Contracts (GWAC), One Acquisition Solution for Intergraded Services (OASIS), Computer Hardware Enterprise Software Solutions (CHESS) and other contracting vehicles.

If selected, you must meet the following conditions:

  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement. If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • The employee is required to obtain and maintain a level III FAC-COR certification.
  • This position is not full time telework eligible.

The GS-13 salary range starts at 103,690 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is performing acquisition project management for multiple acquisitions, with experience including pre-award, award, and contract administration activities for information technology (IT) and/or professional services requirements. This experience must include the following:
  • Developing or analyzing a range of pre-award acquisition documents;
  • Formulating or executing project schedules
  • Leading project teams;
  • Collaborating with multiple project stakeholders; and
  • Monitoring contractor performance and administering contract actions.
