Duties

  • Oversees Group Chief(s) of Bindery Sections that supervise a combination of multiple function and multiple station capabilities and can be electomechanically combined with other equipment.
  • Informs Subordinate(s) of job priorities, daily personal assignments, equipment5 assignments and daily division goals.
  • Monitors the operation of the section by ensuring that jobs are being completed by priority and bonded in accordance with establish standards;
  • Initiates and manages division projects to ensure projects meet division goals;
  • Enforces the Facilities work instructions, including ISO 9001, Lean and Kanban practices.
  • Directs all production activities and finalizes all production decisions for the Press and Binding operations.
  • Evaluates subordinate?s performance annually and makes recommendations for promotions when necessary;
  • Counsels employees whose performance is marginal, suggests ways to improve their performance, and takes corrective action when necessary;
  • Operates one or more powered, semi and fully automatic bindery machines that usually contain a finishing unit;

Qualifications

To qualify for the position, you must meet the following requirements:

Applicants must meet the following Screen-Out element, ABILITY TO LEAD OR SUPERVISE(Job Element 73) to be considered for this position. Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a
Foreperson Supervisor of a Bindery/Press. Typical duties of a Foreperson Supervisor include: 1) Overseeing Group Chief(s) that supervise a combination of multiple function and multiple station capabilities to produce a complete bindery and printing unit that processes printed sheets; 2) Applying principles capabilities of machines used at this level to accomplish unusual setups or machine combinations to produce unique or one-of-a-kind printed materials; 3)Operating bindery machines that usually contain a finishing unit; and 4) Making independent judgments concerning the work sequences, selection and use of machines, and the use of tools and attachments.

To minimally qualify for this position, you must meet the above stated requirements: Applicants must meet the following Screen-Out element, Job Element #1 : ABILITY TO LEAD OR SUPERVISE as a Foreperson Supervisor. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. If your knowledge and ability in the SCREEN OUT ELEMENT stated above is not sufficient, you will receive no further consideration. Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Foreperson Supervisor. These duties require knowledge and technical skills in employee supervision, training, performance and skill in production planning and execution.

Work Life Balance:

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location. This position is not Telework Eligible.

GPO Remote Work Policy: GPO offers a flexible work arrangement in which an employee can work most or all of the time from a different geographic area. This position is not eligible for Remote Work.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a SECRET clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
