Duties

As Program Manager for Employees Benefits, administers all facets of employee benefits programs for Marine Corps non-appropriated fund employees, to include but not limited to: Medical, Dental, Life, 401(k), Group Retirement, and Long Term Care. Responsible for research, development, recommendation and implementation of new program initiatives as well as management of current programs. Responsible for ensuring development, update and dissemination of standard operating procedures for all functions of the benefits programs. Ensures compliance with all imposed deadlines. Works directly with Third Party Administrators (TPAs) pertaining to benefits programs (i.e. Health Plan; 401(k)) as well as, but not limited to: outside counsel, Department of Defense (DoD), Department of the Navy (DoN), Headquarters U.S. Marine Corps. Ensures compliance with all legislative requirements as well as DoD or DoN directives as they may apply to NAF benefits programs. Responsible for monitoring annual pension plan funding valuations, ensuring that appropriate funding information and/or recommendations are provided to various decision making committees for action. Responsible to work with plan actuary, plan attorney to ensure appropriate Public Law filings are completed and reported as required for governmental pension plans (PL95-595) as well as health related benefits (5500) under Section 125 of the IRS code. Participates as a voting member of the Pension and 401(k) Retirement and Savings Committee. Represents the Marine Corps on DoD and DoN committees as required.

Prepares budget guidance in coordination with MRF for both field activities as well as Personal and Family Readiness Division. Prepares annual health and life insurance premium calculations for use by field. Ensures Information Systems Team (HRMS) is provided heath/life premium rates as well as pension costs (employer) for plan year for input into system, in advance of effective pay period.

Ensures field HR offices are provided training as appropriate.

As Program Manager for General Insurance Program acts as primary point of contact for program administration, ensuring adequate insurance (both self insured and commercial) protection is provided to all MCCS activities as appropriate for all lines. Works as liaison with general insurance broker for annual renewal, procurement of all lines of commercial insurance, or any issues pertaining to the commercial policies. Reviews at least annually, current exposures (based on financial factors obtained from financial accounting system or local reporting) and the related commercial coverage in force. Works directly with the broker on any policy/coverage changes that may be appropriate. Ensures at least annually that the broker is provided appropriate information (i.e. loss runs, claims status reports) for use in submission to commercial underwriters for use in responding to commercial insurance solicitations. Coordinates the submission of workers' comp loss runs, etc. with Workers Compensation Program Manager. Monitors new programs/policies/procedures that may be appropriate for implementation to ensure most cost efficient/effective measures are in place, while concurrently providing adequate protection. Works directly with broker on completion of coordinated annual loss funding analysis for both workers comp and casualty portions of the program, coordinates report with input from Workers Comp Program Manager/Team. Responsible for development of and continued update of procedures manual for use in field. Provides field training as appropriate.

Administers commercial insurance program for Marine Corps Aero Clubs. Works directly with the broker on annual renewals, policy changes as required. Ensures all aero clubs are provided annually a copy of the commercial policy. Monitors air plane inventory and invoice clubs quarterly based on fleet inventory. As required, coordinates/ monitors claims submission to underwriter.

Ensures compliance with all vehicle inventory controls, to include assignment of NAF vehicle numbers to owned/leased MCCS vehicles. Maintains full fleet inventory for all commands. Provides fleet inventory as needed to LFS, commercial insurance broker.

Coordinates marina inventory data for use by commercial broker in insurance solicitation.

Assists MRY in solicitation of commercial insurance for procurement by all Family Home Day Care providers. Reviews policies as required. Acts as liaison between MRY and broker. Responds to questions pertaining to commercial insurance. Ensures brokers are compliant with MCOP1700.27.

Prepares budget guidance for use by field, with information obtained from both AXS-One and data calls. Coordinates dissemination with MRF as part of budget guidance letter.

Represents Marine Corps on DoN, and DoD committees as required.

Acts as Head, HR branch as requires.

Qualifications

Minimum five years professional level experience directly related to administration of employee benefits program. Thorough knowledge of general liability and risk management program administration. In depth knowledge of laws, regulations, policies and procedures governing NAF employee benefits and general insurance programs. Ability to use considerable discretion and judgment in making decisions; ability to plan, organize and implement new or improved procedures, work methods or objectives; ability to communicate effectively to a wide variety of audiences, including General Officers, MWR Directors, and senior civilians at DoN and DoD level. Skill in analyzing problems including identifying relevant factors, gathering pertinent information, and recognizing solutions; experience using and analyzing automated data bases.

Eligible for incremental telework as determined by MR/MF policy.
