Duties

The PDS Information Technology Division is responsible for the planning, development and management of the information technology systems and subsystems that support PDS programs and management operations and for required standards, policies and procedures. The Division assesses PDS technology requirements and analyzes potential return on technology investment for internal systems and for PDS interfaces with external systems and designs and administers system configuration and architecture including hardware and software, network operations, telecommunications, desktop systems, and system security.

The incumbent of this position serves as Manager and Senior Engineer of the Local Area Network (LAN) and Wide Area Network (WAN), with responsibility for the planning, analysis, design, development, testing, quality assurance, configuration, installation, integration, maintenance and management of LAN/WAN systems used for the transmission of information and data. The Network Engineer's role is to ensure the stability and integrity of in-house voice, data, video, and wireless network services. This is achieved by planning, designing, and developing local area networks (LANs) and wide area networks (WANs) across the organization. In addition, the Network Engineer will participate with the installation, monitoring, maintenance, support, and optimization of all network hardware, software, and communication links. This individual will also analyze and resolve network hardware and software problems in a timely and accurate fashion, and provide end user training where required.

Qualifications

Bachelor's degree or higher from an accredited university in computer science or electrical engineering and/or 10 years equivalent work experience.

Highly Desirable Qualifications: Additionally, the following knowledge, skills, and abilities and/or experiences are deemed highly desirable and strongly preferred:

Microsoft Active Directory
  • At least 10 years of experience administering Microsoft Active Directory (DNS, Group Policy, Exchange, etc.);
  • At least 10 years of experience with on premise Microsoft Exchange;
VM Ware
  • At least 5 years of experience with VMWare including experience with upgrades, maintenance and management within the past two years;
Storage Area Networks
  • At least 5 years of experience with Storage Area Networks, including San and/or NetApp.
Microsoft Cloud
  • At least 3 years of experience with Asure Active Directory;

Cisco Technologies
  • At least 5 years of experience with Cisco Technologies which must include routing and switching;
  • Certifications in CCNA, CCIP, CCA, and CCIE are highly desirable;
Security
  • At least 5 years of experience with FISMA, 800-53 or 800-171;
  • Certifications such as CISSP, Security +, CEH, SSCP, GSEC are also highly desirable;
Other Highly Desirable Factors
  • Demonstrated ability to communicate verbally and in writing;
  • Demonstrated ability to lead junior staff in matters of Network Engineering;
  • Strong business acumen;
  • Strong customer service orientation;
  • Ability to present ideas in user-friendly language.
  • Highly self motivated and directed, with keen attention to detail.
  • Proven analytical and problem-solving abilities.
  • Able to effectively prioritize tasks in a high-pressure environment.
  • Ability to perform under pressure; experienced in a rapid growth IT environment.

PDS Overview: The Public Defender Service for the District of Columbia (PDS) is a federally funded, independent organization governed by an eleven-member Board of Trustees. PDS provides legal representation for indigent individuals who are charged with criminal offenses in the District of Columbia and face a loss of liberty. PDS has approximately 200 employees, most of whom work at the main office at 633 Indiana Avenue, N.W., Washington, D.C.
