Duties

  • You will oversee multiple program / project acquisition plans and budgets and recommend courses of action to meet cost, schedule, and performance strategic goals.
  • You will be a subject matter expert on the Panning, Programming, Budgeting, and Execution (PPBE) process including strategic development of Program Objective Memoranda (POM) submissions.
  • You will forecast and manage workload encompassing organizational structure and resource loading.
  • You will develop innovative goals, solutions and methodologies to transform business operations and systems consistent with higher level framework/guidance.
  • You will formulate financial business organizational strategies, tactics, and budget/action plan to achieve organizational goals.
  • You will have expert knowledge and skill of the acquisition life cycle to effectively direct development, procurement and sustainment of highly complex warfare system.
  • You will oversee, monitor, assess and report status of multiple program /project office level resource execution to ensure compliance with Department of Defense policies, regulations and appropriation laws.
  • You will develop and present organizational briefings to convey strategic vision or organizational policies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field P-Program Management Level III. Certification is required within 24 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-12/13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising and developing acquisition life cycle strategies for a naval ship, submarine, carrier, ship system or weapon systems program. Examples may include, and are not limited to: 1) Planning and executing studies in order to analyze, validate, and present data for the acquisition of training systems and allocation of manpower, budget, or other resources; 2) Preparing or evaluating technical documents for training systems, programs and projects; or 3) Evaluating, preparing, and submitting justifications for new programs.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
