Duties

  • Serve as a Senior Contract Specialist to accomplish all aspects of pre-award and post-award functions.
  • Use an automated contract writing system such as Procurement Desktop Defense (PD2).
  • Arrange for and conduct extensive negotiating sessions before and/or after contract award between contractor and the contracting officer?s team.
  • Conduct negotiation sessions before/after contract award between contractor and contracting officer's team to analyze prices, costs, labor, material requirements, production capability, facility availability, and performance history of contractor.
  • Arrange for and conducts pre-negotiation meetings with technical specialists to firm up requirements, develop cost negotiation objectives, and related data for use in negotiations.
  • Ensure business clearance memorandums and relevant documentation is obtained when required.
  • Perform price/cost analysis for assigned procurement actions within established monetary guidelines.
  • Review contractor?s requests for price adjustments, claims, and appeals, analyzes basis of such request, reason and justification, nature of problems.
  • Recommends approval or disapproval and the appropriate action on contractors? requests.
  • Reviews contract file and background information for compliance with general contractual provision, and production schedules, and personally contacts contractor to obtain any additional pertinent data supporting the request.

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II in Acquisition Career Field Contracting within 24 months for entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. BASIC EDUCATION REQUIREMENT (Contracting Series):

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees NOTE: You MUST submit a copy of your transcripts which shows your degree awarded and/or conferred. Please note, this may be shown with multiple transcripts. This information will not be accepted if only shown on resume.

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.

Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: (1) Examine contractual agreements for accuracy and compliance with regulatory guidance. 2) Negotiate contractual terms to ensure specifications, scheduling and/or delivery are executed timely. 3) Implement contractual regulatory guidance and/or processes for the procurement of goods and services. 4) Perform pre-award and/or post-award procurement functions for the administration of acquisition programs. NOTE: The experience outlined should be reflecting experience at the GS-11 or NH-02 level.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11).
