Duties

  • Works under the general supervision of the supervisor, carrying out a broad range of policy level assignments that affect applicants for and employees in the Federal Government and recommending improvements or solutions to problems.
  • Conducts Governmentwide studies and evaluates alternative methods for developing classification and qualification standards.
  • Designs assessment procedures and technologies to develop, implement, and evaluate new classification and qualification requirements.
  • Collaborates with others and works on teams to accomplish work-related activities, discussing results, problems, plans, suggestions, terms or conditions with others.
  • Leads projects to develop standards in the current job family format, as well as, integrate position classification and qualification standards for all General Schedule and Wage Grade occupations.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.
  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021). The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Qualifications

For the GS 14: You must have one year of specialized experience equivalent in difficulty to the GS-13 in Federal service performing duties related to classification, recruitment and placement. This experience must have included all of the following activities:

(1) Providing technical advice and expertise on position classification and qualification standards to address organizational design and occupational policy issues.
(2) Conducting organizational position or classification studies for a variety of occupations (e.g., white- and/or blue-collar; General Schedule; Trades and Labor).
(3) Providing technical expertise, guidance, and advice to leadership on classification policies, procedures, and guidelines.
(4) Leading, collaborating and/or working with others on projects and/or studies focused on efforts to conduct agency wide classification studies and qualifications studies.
(5) Experience implementing new position classification and qualification policy standards.
(6) Conducting fact-finding studies, collecting data, analyzing data, and determining findings to inform evidence based human capital policy decisions and development.
(7) Developing and delivering stakeholder and leadership briefings to articulate successfully findings from human capital studies (e.g., position, classification, qualifications, competencies).

This experience must be comparable in scope and responsibility to the GS-13 grade level in the Federal service, obtained in either the private or public sector, and must be clearly described in your resume.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for the required specialized experience at this grade level.

Additional information

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.

Incentive payments may be considered.
