  • You will prepare and understand the usage of various funding and/or payment authorization document types.
  • You will utilize multiple financial systems to process and document financial transactions.
  • You will communicate non-labor accounts maintenance requirements and recommend accounting corrections to adjust incorrect financial posting.
  • You will verify funds availability and successfully certify utility invoices through the appropriate financial system.
  • You will perform analysis and financial reconciliation to balance multiple reports including; status of funds tracking, obligation, master utility vendor list, unidentified invoices or vendors listed as draft or unassigned.
  • You will review financial guidance, invoice activity and advise Program on changes that affect execution of assigned budgetary resources.
  • You will review and certify manual and electronic payment packages to include contracts, purchase orders, and/or various agreements.
  • You will answer customer inquiries related to invoice status of payments. Process shutoff notices and reconcile past due balances.
  • You will perform the functions and duties of Local Processing Officer (LPO) and Government Administrator Management (GAM) for Major command to assist in providing access to WAWF.
  • You will review/certify manual or electronic payments packages and Miscellaneous Public Vouchers for Purchases and Services (SF1034), Uniform Allowances and Claim for Reimbursement for Expenditures on Official Business (SF1164) in Wide Area Workflow.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.


GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing analysis and financial reconciliation to balance multiple reports; 2) Verifing funds availability and successfully certifying utility invoices through the appropriate financial system; 3) Interpreting the impact and planning financial/budgetary changes for program managers and personnel.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing multiple financial systems to process and document financial transactions; 2) Reviewing financial documentation to ensure it meets mandated laws, policies and regulations; 3) Preparing and understanding the usage of various funding and/or payment authorization document types.

GS-11: Applicants can qualify based on education in the following manner:

Have a Ph.D. or equivalent doctoral degree in a field directly related to the position
3 full years of progressively higher level graduate education leading to such a degree in a field that is directly related to the work of the position;
