  • The duties may include, but are not limited to:
  • Tracks and maintains detailed records of purchase activities for assigned programs.
  • Identifies and adjusts discrepancies in advances, expenditures, and commitments to verify that recorded funds committed and expended do not exceed funds authorized and advanced.
  • Advises relevant stakeholders of the status of funds for commodity purchase activities, tracks available funds, and works with Agency programs to assure full utilization of all available funds.
  • Identifies the need for and develops training activities for Agency commodity purchase program staff on the full range of financial-related activities.
  • Analyzes AMS, FNS, and FSA reports, defining discrepancies due to contract modifications, adjustments, and invalid commitments or expenditures.
  • Reconciles funds on a recurring basis and ensures that all monies paid out of the various fund sources correspond with the master fund account records.
  • Reviews and analyzes accounting information to ensure accuracy, consistency of information, validity of balances, currency of entries, and reasonableness of data.
  • Developing and maintaining Agency-level and Program-level reporting for a variety of agreements, such as cooperative agreements, grants, and inter-agency agreements.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Financial, expenditure, and budget planning, oversight, monitoring and evaluation activities.
  • Developing procedures, timelines and tracking methods for grants/cooperative agreements/programmatic funds.
  • Utilizing data analytic tools to perform analytical and reporting duties.

  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
